日本對外籍看護需求之研究

摘要

人口老化對經濟、社會、文化及政治所可能帶來的衝擊，一直是先進國家關切的問題。隨著經濟的進步，醫療衛生水準的提昇和生活環境的改善，使得日本高齡人口快速地增加，這也代表著有照顧需求的人數將隨老化程度的加深而同步增多。
日本近年由於少子化的關係，使得機構的照顧人力不足。對於老後的照護問題，日本國民相當不安，因此導入外籍看護是無可避免的問題。日本政府在2004年和菲律賓政府簽訂了經濟合作協定（山崎隆志，2006）[2]（井田敦彦，2005）[3]。透過這個協定，將導入外籍看護，在照顧服務業中提供服務。本研究欲了解在照護需求下，日本一般民眾對雇用外籍看護人員（看護師、介護士）的看護意願並進而探討其原因。

As for the problems caused by aged population in the developed nations, Japan is not the exception. As the improvement of the living environment in Japan, the population on Japan increase very immediately Also, it means the demand for care increases with step.
Because the declining birth rate in Japan, the human power is insufficient in the care industries. For such kind of nursing problem, the Japanese citizen irritates it very much. It means nothing can avoid leading the foreign care workers into Japan. The Japanese Government signed an economic cooperation agreement in 2004 with the Philippine government (Takashi Yamazaki, 2006; Atsuhiko Ida,). Through this agreement, the foreign care workers could offer service to Japanese people. This research would like to study the reasons of the Japanese general people's expectation of the use the foreign care workers.
