食品及相關產品輸入查驗抽驗率之構想

The Idea of Inspection Rate of Imported Food and Related Products in Taiwan

摘要


為監測輸入食品及相關產品之安全衛生,衛生福利部食品藥物管理署於食品及相關產品輸入時,執行邊境查驗並抽樣檢驗。本篇以風險考量為基礎,結合統計科學,提出「食品及相關產品輸入查驗抽驗率之風險管理策略」之概念,首先確認產品範圍進行「資料盤查」,再來概述各類產品進行「危害辨識」,並透過研析歷年查驗結果,參考國內外輿情關注議題、施政重點、法規標準及檢驗技術等項目,運用統計方法給予「風險計算與分級」,最後訂定輸入查驗抽驗率之「風險控制」,降低不符合產品之輸入風險,未來期能運用於以最小之查驗資源獲得最大之查驗效益。

Taiwan Food and Drug Administration (TFDA) executes border inspection and sampling inspection when food and related products are imported to Taiwan, in order to monitor the safety of imported food and related products from other countries. This study introduced concepts based on risk assessment and statistical science, and proposed "risk management strategy for the sampling inspection of imported food and related products". First, make "data inventory" to confirm the scope of this study. Furthermore, survey the inspection situation for "hazard identification" for various imported products. Referring to the results of imported food and related products in border inspection over the past years, and issues from domestic and international news, and release of public concerns on food. Other factors, including food safety management priorities, regulations, standards and testing methods, the statistical methods were employed for "risk assessment". Finally, TFDA established the sampling rate of products during border inspection for "risk control", in the hope to obtain the maximum benefit on border inspection using minimum resources, thus reducing the risk of nonconforming imported products into Taiwan.
