Objective: Based on the concept and construct of affective competence proposed in this paper, the Scale for affective competence in primary and secondary school teachers was developed. Methods: affective competence was explored by literature study, interview, questionnaire survey; exploratory factor analysis and confirmatory factor analysis were conducted. Results: teacher's affective competence was four-dimension structure comprised of affective comprehension, affective communication, affective management and affective creativity. Conclusion: The prepared questionnaire of teacher's affective competence which has a high reliability and validity.
