水肺潛水員乙、丙級技術士技能檢定之相關研究

摘要


本研究旨在瞭解當前國內職業水肺潛水員乙、丙級技術士技能檢定之現況,分析相關問題,並提出改善建議與未來展望。本研究以文獻搜集法探討檢定之現況,以專家訪談法找出檢定之問題所在,並透過交叉比對獲得結論後,提出具體建議及未來展望,祈望透過本研究,促使日後職業潛水乙、丙級技術士技能檢定之各項流程能更加順暢,本研究歸納出下列幾點結論:1.術科訓練項目與學科題庫宜修訂,並與當前業界執行方式相符合。2.資格檢定應從嚴,避免資格過於寬鬆,專業能力令人質疑。3.建議增加政府認可之訓練單位與合格檢定場地。4.職業水肺潛水員所需人力增加,但發證數量卻年年降低,與實際需求不符。5.監評人員訓練,應規劃並持續進行。6.所需經費不足部份應由政府主導,進行產官學三方合作籌措。7.民間、政府、業界、學術界應建立良好互助合作關係。綜合上述結論,職業水肺潛水員乙、丙級技術士技能檢定制度,各單位多屬獨立運作,鮮少互助合作,各方缺乏全面性溝通,許多實務上執行與檢定項目有所出入,建議應進行全面性協調,方能使職業水肺潛水員乙、丙級技術士技能檢定各項事務更加完善。

The purpose of this study is to explore and analyze the skills certification situation of Class B and C technician for Self-Contained Underwater Breathing Apparatus (SCUBA) divers, and to propose improvement and future outlook. Document Analysis was used to explore the current situation of skills certification and to find out the problem of certification by interviewed with experts to enable the process of certification can be smoother. The results are summarized as below: First, the items of skills training and academic exam had to be revised to conform to the way executed by industry. Secondly, certification must be strictly to avoid the professional competence is doubted. Thirdly, it was proposed that training department and qualified place of certification by government-approved should be increased. Fourthly, it wasn’t conformed to actual demand that professional SCUBA divers will require more manpower, but the number of certification was reduced year by year. Fifthly, training of Invigilators should be planned and proceed. Sixthly, take government as the leadership to promote cooperation of industry, government and academic and raise funds for a part of inadequate funding. Seventhly, civil society, government, industry, academia should establish a good mutual partnership. From the above conclusions, it can be seen that each organization had been lacking in comprehensive communication, they operated independently, so that there was a discrepancy between practical execution and the items of certification. Therefore, in order to make the affairs of skills certification more perfect, each organization should be proceeding to comprehensive coordinate.
