台中市外籍配偶福利服務措施之成效評估研究－第四代政策評估觀點

The Responsive Evaluation of Foreign Spouses Welfare Services: A Case Study of Taichung City

摘要

台灣外籍配偶人數，截至2011年底計有四十六萬一千餘人，而對外籍配偶提供制度式系統性的照顧措施，始於1999年，由內政部訂頒「外籍配偶生活適應輔導實施計劃」，結合政府與民間力量，以經費補助及委託民間團體執行等方式，共同推動，協助外籍配偶了解自身權益，並更能適應台灣的生活環境。2003年起，更全面啟動外籍配偶的整體照顧輔導機制，將照顧輔導生活，擴及醫療保健、就業保障、教育文化、子女教養、人身安全、法令制度及落實宣導等面向。2005年，開始陸續設立外籍配偶家庭服務中心，提供關懷訪視、個案管理、支持性服務及社區關懷等服務。但這些福利服務措施之推動，其實施成效為何？能否滿足外籍配偶的福利需求？能否有效提高其在台的生活適應？影響外籍配偶福利服務政策的落實，亦是具體實踐世界人權宣言中「平等權」及「社會權」的關鍵，是值得正視與重視的議題。鑑於，現有相關外籍配偶福利服務措施之成效評估，多以專家、學者的角色介入，以測量、描述或判斷的評估方式，被評估的對象僅能扮演被動的旁觀角色，無法完整呈現被評估對象之關切所在及實質成效。爰此，本文將採用Cuba and Lincoln（1989）第四代政策評估觀點－回應性評估法，並以質性訪談為研究方法，選擇以台中市為研究場域，對外籍配偶福利服務措施之制定者、執行者、受益者與受害者（即服務使用者），進行深度訪談，換言之，即針對利害關係人的意見，作全面性及整體性評估，並以充分性、效率性及效能性為評估的指標，期以研究發現與建議，對未來外籍配偶福利服務的推廣與精進，有所貢獻。

Taiwan has provided the foreign spouses welfare services since 1999. However, the comprehensive schemes which included medical services, employ services, educated services, economic security plan and welfare services were set up in 2003. The effectiveness of the schemes will have a direct impact on the protection of foreign spouse's social right. Therefore, the evaluation toward its welfare service delivery system is an important subject. The study's goal was to evaluate the welfare services provided to foreign spouses by the Taichung City Government. The analysis included the following dimension: (1) Reviewing the current welfare services. (2) Analyzing strategies for improving the activities and operational framework. (3) Discussing the possibility and strategy for building a better mechanism. Responsive evaluation approach adopted in this study, interviewed 11 stakeholders and evaluative standards were taken by effectiveness, efficiency and adequacy. Following detailed discussion on major findings, this paper provides several suggests for future adjustments for foreign spouse’s welfare services and organizational framework.
