警察機要秘書取才之研究

摘要


秘書是機關首長重要的幕後助手,其功能和角色具有不可取代性。然而,秘書管理的人才培養,是各警察機關首長所急迫需求,同時,目前還沒有一套有系統的教育或培養的課程。因此,在質化研究的思惟下,進行立意抽樣,訪談五位警察機關首長,透過首長的角度和視野,以瞭解其機要秘書取才考量。對於警察機要秘書人員的遴選、條件(秘書特質、秘書管理知能等)、權責、秘書與首長的界限、以及秘書生涯管理做探討。依據警察機關首長對機要秘書取才考量之研究結果,作為發展機要秘書專業化訓練與培訓課程之參考,有助於未來有機會從事機要秘書工作者,及早準備應有的專業知能以及迅速成為幹練且具秘書管理專業知識之人才。

The police confidential secretaries are important assistants to the police chiefs, and their functions are irreplaceable. However, the training of confidential secretaries is an urgent need of the police chiefs. And there are currently no systematic training programs. Using the qualitative approach, the purposive sampling was undertaken; the researcher interviewed the heads of the five police to understand the conditions of their confidential secretary through the perspective and vision of police chiefs. Exploring the selection of the police confidential secretaries, conditions (secretary traits, secretarial management knowledge, etc. ), responsibilities, boundaries, and career management. According to the findings of the recruitment of the confidential secretary by the police chiefs, as a confidential secretary specialization training courses. After understanding the expectations and requirements of police confidential secretary from police chiefs, it is helpful for whom having the opportunity to engage in confidential secretary to prepare professional knowledge in advance.
