台灣機場免稅商店評選模式之研究

近年來機場商業活動日益頻繁，全球標竿機場中非航空收入占營運入比例大多超過55%，顯示機場商店評選之重要性。過去國內機場招商評選項目較不完整，且欠缺詳細評分項目，招商時亦未訂定客觀及可衡量之評分準則。本研究透過專家訪談、模糊德菲法篩選、應用層級分析法以及多屬性價值函數，建構機場免稅招商評選指標架構，並提出較具完整性之機場免稅商店評選構面及項目。經由專家問卷研究結果顯示，權重最高之構面為「營運能力」，各構面中權重最高之項目分別為「經營管理方式」、「廠商實績及形象」、「財務狀況及結構」及「簡報適切性及完整性」。另本研究將評選細項分為連續型與非連續型，並利用價值函數客觀性評估各廠商在各項目之分數及差異性，提供機場營運者在免稅商店評選時參考使用。

In recent years, airport business activities have become frequently. The most famous airport shows that non-aeronautical revenues account for more than 55% of the operating revenue. It is known that the importance of airport business activities. In the past, the selection of airport business activities has less detailed definition of the scoring project, and the projects included are not perfect enough. The scoring method is also subjective and has no reference to the measurement criteria. In this study, we used by expert interviews、fuzzy Delphi method、Analytic Hierarchy Process (AHP)、Multi-Attribute Value Theory (MAVT ) to build a criteria structure. The results show that we construct a more complete Evaluation Method, among then, the most important facet is Operating Capacity, and the most important item of all facets are 「Management method」、「Manufacturer's performance and image」、「Financial status and structure」、「Briefing on relevance and integrity」. The airport commercial activity evaluation indicators constructed by this study is divided into continuous and discontinuous attributes, which will be able to select the right vendor more objectively and accurately than before.
