臺灣的住宅政策從1950年代開始,以「住者有其屋」為目標,由政府興建國民住宅鼓勵人民貸款購屋,在此政策下,買不起房屋的民眾,並未獲得政策關注。隨著房屋價格不斷的飆漲,越來越多民眾買不起房屋,於是政府部門開始將「住者有其屋」的目標改為「住者適其屋」,因此,由政府興建提供民眾租用的「社會住宅」,成為主要的住宅政策。 臺北市的高房價問題為臺灣之首,對於社會住宅的需求也最殷切。為解決臺北市租屋負擔沉重且購屋市場房價過高的情況,臺北市政府陸續興建社會住宅,至2017年12月底已完成出租的社會住宅計11處、1,116戶,其中包括臺北市政府自建的大龍峒公共住宅等7處,以及2015年運用聯合開發分回房地轉作公共住宅的龍山寺公共住宅等4處。前面7處臺北市政府自建的社會住宅,自出租以來一直供不應求,而聯合開發分回房舍轉作的4處社會住宅,招租情況卻一直不理想,究其差別的關鍵因素,就在於「租金」高低。 因此,本研究以民眾租金負擔能力的觀點,分析臺北市的社會住宅目前的租金定價,是否為臺北市租屋需求的家戶合理負擔範圍內,藉此提出臺北市的社會住宅政策檢討與修正建議。
“Affordable home ownership” had been the goal of the housing policies since the 1950s, The government built a large number of affordable dwellings and encourages people to take loans to buy them. Nevertheless, the government paid less attention to the minority who could not afford to buy affordable dwellings. As the housing price soared in the last decade, more and more people cannot afford to buy dwellings, The government turned the goal of housing policies to “affordable home accommodation”, so providing social housing from government for rental has become the main housing policy. Taipei is the municipality that faces the most serious problem of high housing prices in Taiwan, therefore its demand for social housing is most urgent. Taipei City Government consistently provided public housing aimed at relieving heavy rental and loan burden for citizens. By the end of December of 2017, Taipei city government has increased 11 public housing complexes aggregating 1,116 flats. 11 public housing complexes are consist of 7 complexes directly built by Taipei City Government and 4 complexes acquired from joint developments of MRT stations in 2015. 7 city-built social housings complexes are very popular and have long waiting lists but 4 joint-development complexes are not, The key factor for the differences lies in the rental level. For this reason, this study analyzes the pricing policy of social housing in the context of affordability of citizens of Taipei, and proposes some recommendation based on the research results.
