都市中通勤型腳踏車道設置之研究

A Study on Planning Commuting Bikeways in an Urban Area

摘要


倡導及推行腳踏車政策為響應全球永續議題之趨勢,亦是台灣未來交通系統改造的發展重點。若要成功推行腳踏車政策,則需要通學、通勤性路網,然而針對都市中通勤型腳踏車道之研究,國內缺乏實用且統一之設計準則。有鑑於此,本研究之目的即是以實際應用為目標,建構適用於都市中佈設通勤型腳踏車道之設置型式選擇流程。 本研究首先探討通勤型腳踏車道之設置要件,進而分析台北市設置通勤型腳踏車道,設置於人行道與車行道上之差異,決定其佈設優先順序;而腳踏車道設置型式選擇流程之構建,亦分為人行道與車行道分別探討。設置型式選擇流程人行道部分,首先探討行人應有之服務水準,而後同時進行各種腳踏車道設置型式與其基本幾何設計,考量現況道路環境,制訂設置腳踏車道應有之配套政策,加上評估機制,由這些基本元素建構出人行道上腳踏車道設置型式選擇流程。建構車行道部分設置型式選擇流程之邏輯,首先參考國外之經驗,擬定設置應達之要件;進而探討無法設置腳踏車道之道路環境,再從其他可能之情境,劃分道路環境,並依整理之交通工程設計,決定佈設型式,分別說明其所需寬度與車道配置。 本研究以金山南路至基隆路,辛亥路至忠孝東路為實例應用範圍,實際調查以下台北市區主要幹道:南北向之金山南路、新生南路、建國南路、復興南路、敦化南路、光復南路與基隆路,東西向之辛亥路、和平東路、信義路、仁愛路與忠孝東路。應用腳踏車道設置型式選擇流程於調查範圍之結果,九成之路段可分別設置不同路權之腳踏車道,其中四成的比例可於人行道上設置腳踏車專用道,五成路段可以人車共道型式設置,可見除去已設置之腳踏車道,台北市設置通勤型腳踏車道仍有發展空間。且於調查範圍內實例應用,本研究之腳踏車道設置型式選擇流程並未判斷出不合理之設置型式,可見本研究之腳踏車道設置型式選擇流程適用於台北市區腳踏車道之佈設。

Cycling currently fulfils an important role within communities and urban areas. It is a clean and efficient transportation mode that is well suited to many trips currently made in cars and motorcycles, particularly in inner urban areas. Besides high economic effect,flexibility, low energy consumption, non-pollution and door-to-door transportation mode, bicycle transportation is suitable for short trips transport or a feeder mode to other transportation mode. However, the government still faces difficulties while building the commuting bikeways in recent years. For this reason, this study tries to provide a guide to choice the facility types for commuting bikeways in an urban area. First of all, this study finds that there exists a developing potential for bicycle transportation in Taipei City and the citizens of Taipei also support the bicycle strategies by reviewing and analyzing the past data. Furthermore, this study refers to the foreign warrants and experiences, analyzes the domestic road conditions, and designs the choice for the type of bicycle facilities. The framework of the choice for the type of bicycle facilities includes two items which are respectively sidewalk and roadway. Moreover, this study also suggests the arrangement of the exit of MRT underground passage on the sidewalk and some measures to perform the building of bicycle facilities. By using the choice for the type of bicycle facilities, this study selects an implemented location and networks in Taipei City. The results provide a reference to Taipei City Government for the detailed design and planning of the bicycle routes. Through the application of choice for the type of bicycle facilities, this study finds that there still has a lot space to build the bicycle facilities in Taipei.
