我國大學校院師資培育政策與招生問題及其因應策略之研究

A study on the recruitment policies of initial teacher training program and the corresponding strategies in universities of Taiwan.

摘要


本研究主要透過訪談法、個案研究法及文獻探討蒐集我國大學校院師資培育中心招生相關政策資料,以瞭解近年來我國大學校院師資培育中心招生之發展方向與重大改革及我國大學校院師資培育中心招生之現況。 本研究採用自行編製之訪談大綱,訪談對象係以六所案例學校師資培育單位的系所及中心主管,及在該單位已任教三年以上之教師1人為對象,共訪談16人。主要之研究目的包含: 一、探討近年來我國大學校院師資培育政策之發展沿革。 二、瞭解主要國家師資培育政策及招生制度或方式。 三、分析我國大學校院師資培育整體招生現況。 四、瞭解案例學校師資培育招生方式。 五、分析案例學校師資培育單位招生時遭遇之困難或問題。 六、瞭解案例學校師資培育單位面臨招生問題時採取之因應策略。 七、根據研究結果,提出可供未來相關政策改革參考之建議。 本研究之主要結論可歸納如下: 一、我國師資培育政策之發展,已從量化擴充漸朝優質化改進。 二、主要國家師資培育政策亦走向優化教師路徑,其招生也同樣注重師資生甄選標準的提高。 三、近幾年教育部核定各大學校院的師資培育招生名額緊縮,以及教師資格檢定及格率亦逐年下降。 四、六所案例學校師資培育單位招生方式相當多元。 五、各校師資培育之招生均因少子化及教師缺額之減少陷入困境,但公、私立校院間所遭受之招生壓力及難度有所落差。 六、受訪者能接受教育部針對中小學師資比例控管之政策目的,但也希望能獲得更多教育課程設計的自由,以培養多元化的師資。

This study aims mainly, via adopting the methods of interview, case studies, and literature review, to explore the recruitment policies of initial teacher training program for high schools teachers and the corresponding strategies in universities of Taiwan. A self designed interview schedule was used as the tool of this study. Six universities (3 public and 3 private) were chosen as the case study samples of this study. In each university, at least 2 academic faculties, one director and one senior faculty, who has had at least 3 years’ teaching experiences in their teacher training centers or department, were interviewed, e.g., the total number of interviewees of this study was 16. The main purposes of this study include: 1.To review the recent development and reform of initial teacher training policies in Taiwan. 2.To review the development and policies of initial teacher training policies and their systems of student recruitment in other major countries. 3.To analyze the enrollment and current situation of recruitment of students for initial teacher training in Taiwan. 4. To explore the methods of recruitment of students for initial teacher training in six selected universities for the case study. 5. To analyze the difficulties or problems faced by these six universities while recruiting students for initial teacher training . 6. To understand the corresponding strategies adopted by these six universities. 7. To propose suggestions for the reference of reform of related policies in the future. The conclusions of this study can be summarized as follows: 1. The policies of initial teacher training in Taiwan has been reformed from focusing on quantitative expansion towards quality improvement. 2. The trend of the move from quantitative expansion towards quality improvement can also been observed in other major countries, and their emphasis has been on the raising standard of recruitment. 3.The number of students for the initial teacher training in each university has been reduced in recent years, by the strict control of the Ministry of Education, in accordance with the demands for school teachers, and the passing rate for the examination of teacher qualification has also been dropped. 4.The methods of recruitment of students for initial teacher training in six selected universities have been considerably diversified. 5.The problems caused by the declining birth rate and the limited vacancies for school teachers are common to all six selected universities, but there are considerable differences in the degree of seriousness of problems between public and private universities. 6.The policy of controlling the number of students for initial teacher training by the Ministry of Education can be understood and accepted by the interviewees, but some interviewees also, at the same time, urged for more flexibility or freedom related to the design of a more diversified curriculum of teacher education...
