開放大陸人民來臺觀光對臺灣政治經濟影響之研究

摘要

在2008年國民黨再度取得執政權後，停滯近十年的海基與海協兩會終於恢復協商管道，陸客「首發團」也在2008年7月來到臺灣觀光。然而事實上早在2002年，臺灣就已經開放陸客來臺，但因當時兩岸關係不佳，因此中國大陸對此始終採取「冷處理」之態度。
在馬英九政府執政後，面對兩岸快速政治、經濟情勢發展，兩岸相關法令的變化，正反映出其中政策變遷之意義。而當2008年7月陸客來臺後，從經濟層面來說，在經濟海嘯的金融風暴中，替臺灣帶來明顯助益；就政治層面來說，陸客透過實際體會，臺灣民主的成功經驗可能會藉此傳播至大陸；而就社會層面來說，可以讓兩岸人民透過實地接觸更加相互瞭解；對於臺灣旅遊業者而言，既帶來了機遇卻也形成了挑戰。而陸客來臺觀光之走向及未來，將給臺灣帶來怎樣的政、經影響，為我們內文所要研究。
本研究嘗試運用兩岸政府機關資料及期刊、學者專論、報章、雜誌及網路資料，探討與分析臺灣現行各種開放大陸人士來臺觀光之制度評估，再依據許多個案及相關機關之願景與使命之研究。並將詮釋大陸方面有關陸客來臺旅遊政策與法令的基本內涵、發展過程、實施成效與未來影響，探討臺灣開放大陸民眾來臺旅遊之政策發展與法令依據，以及大陸透過赴臺旅遊發展過程中，評估開放對於臺灣的經濟與政治優劣之影響。並以文獻分析法，將相關文獻資料進行分析比較，再將陸客來臺對臺灣的政治、經濟影響做分析及比較。
最後將陸客來台觀光的走向評估、建議及未來自由行的影響，提出個人研究結論，作為本論文之總結。

When KMT acquired ruling power again in 2008, Straits Exchange Foundation (SEF) and The Association for Relations Across the Taiwan Straits (ARATS) finally resume negotiation channel after nearly a decade of stagnation, The “First Group” of mainland tourists also came to Taiwan for sightseeing in July 2008. But in fact as early in 2002, Taiwan had been opened to mainland tourists, but because of bad relation of cross-strait at that time, and thus Mainland China had always taken the manner of "Cold Treatment".
After Ma Ying-jeou ruling, in order to face the rapid cross-strait political and economic development of the situation, the government not only has changed the related law, but also has reflected the significance of policy change. When the mainland tourists arrived to Taiwan in July 2008, viewing through the economic aspect, it brought a significant benefit during the economic tsunami of the financial turmoil, on the other hand if views through the political aspect, the mainland tourists may actually realize the successful experience of democracy developed in Taiwan, it possibly be propagated to mainland. Moreover, if views through the social aspect, it may promote the mutual understand between the people of cross-strait, it also bring opportunity to Taiwan tourism but also form a challenge to them. The trend and future of mainland tourists will bring what extent of political & economic influence to Taiwan that is just the study in this text.
In this study, we have tried to use the cross-strait government information, periodicals, academic monographs, newspapers, magazines and network data to explore and analyze the system assessment of current opening for mainland tourists to Taiwan and to proceed the study in accordance with many individual cases and the prospect and mission conducted by the relevant authorities, Meanwhile, we also have interpreted the related policies and laws of the basic content of the development process, effects and future implications of mainland on its tourism policy to permit tourists coming to Taiwan, and to explore the policy development and statue compliance to open mainland tourists coming to Taiwan so as to evaluate the advantages and disadvantages of political & economic influence to Taiwan. By mean of literature analysis method to proceed analysis and comparison on the related literature data, and then further to proceed analysis and comparison on the political and economic influence to Taiwan by mainland tourists coming to Taiwan.
This study finally conluded some suggestions and trends of mainland individual tourism tourist to Taiwan.
