臺北市政府舉辦大型活動緊急應變機制之研究-以2010臺北國際花卉博覽會為例

摘要


近年來城市治理的管理模式逐漸轉為主流,許多城市紛紛辦理大型活動為城市競爭策略,在此潮流下,臺北市政府亦陸續主辦各項大型國際性活動以提升競爭力,其中以「2010臺北國際花卉博覽會」最具代表性,花博不僅是我國首次獲得國際授權認證的世界性博覽會,也是亞洲第7個城市經正式授權舉辦的國際園藝博覽會。臺北市舉辦花博,不僅面臨人力、財力、物力、活動是否精彩及能否達成預期效益等問題考驗,更受到不可預測氣候變化如豪雨、颱風、自然災害、人為破壞、疾病傳染、負面新聞風險和相關技術失效如電訊中斷等不確定因素影響,當活動規模愈大,活動期程愈長,所面臨不可測的風險或危機也愈多。 因此本研究以整合危機管理系統理論為基礎,透過相關文獻整理、個案分析、參與觀察及深度訪談等方式,探討臺北市政府面對花博各危機管理階段的作為及如何透過溝通協調、整合資源以建構一個兼具橫向聯繫與垂直指揮的花博緊急應變機制,此外更進一步探究臺北市政府於緊急事件發生時,如何透過花博應變中心與現場指揮體系的連動,採取相關策略執行緊急應變作為。期望透過本研究結果與相關建議,能有效提升臺北市政府未來舉辦大型活動危機處理及緊急應變能力,並提供國內學者研究大型活動危機處理之參考。

There are more and more major cities taking mega events as one of their strategies to enhance there ability competing with the other countries. In this circumstance, the model of city management is becoming an important role and so as Taipei City Government. These years, Taipei City Government continued to hold international mega events to attract the attention around the world and make the city known by the world, and one of the most famous is “Taipei International Flora Exposition” held in 2010. It is not only the first international exposition in Taiwan recognized by an international organization, International Association of Horticultural Produces (AIPH), but also the seventh city held in Asia recognized by AIPH. In order to hand this well, there are a lot of challenges coming to Taipei, such us sources allocation, the unexpected weather, the disasters caused by nature and human…, etc. The bigger of the event scale accompanied by long days proceeding, the more crisis and risks the event has. This study takes the crisis management system as basic theory, adopting qualitative research method, document analysis, and in-depth interviews to collect the information related to this subject. Through these methods, we found firstly, what are the ways to deal with in every management stages. Secondly, how we build the rescue and emergency operation system including vertical conducting and communication across departments as well. Beside, as long as crisis happens, how we take this model to combine all sources and make the right strategy to deal with all crisis. Additionally, we expect the conclusions we found in this case study and related suggestions could offer management reference for analyzers and enhance the ability to deal with crisis especially happen in mega events held by Taipei City Government.
