雙溪及磺溪之淹水災害的影響因素研究

A study of the effects of flooding disaster for Shuang River and Huang River

摘要


雙溪和磺溪為易淹水地區,當有暴雨或颱風來襲即造成逕流量大增,洪水宣洩不易氾濫成災,因此本研究利用數值高程模型DTM取得流域地形資料,並利用淹水模式FLO-2D以日降雨量150mm來模擬流域之淹水情形,再利用地理資訊系統(GIS)套疊淹水潛勢圖與衛星影像展示成果,先探討利用衛星影像區分土地開發情形比較不同流域集水區考慮窪蓄與入滲之影響,之後個別針對兩流域淹水嚴重地區劃分本研究欲改善之目標區域,利用三種改良方案下比較兩目標區域淹水情形之影響,期望能有效改善淹水情形並探討分析結果。 本研究分析結果顯示,土地開發程度越高而降雨入滲量與截流窪蓄量減少會導致淹水範圍變大;而淹水改善方案裡以滯洪池配合抽水站之方案改良情形最好,未來為求更精確之數據與結果,可加上考慮排水系統因素,求得更接近現況之淹水模擬。

The flooding problem is very serious of Huang River and Shuang River. The major objective of this study is to find proper ways to solve the flooding problems by using numerical simulation. This study applies DTM to acquire topographic data and then refers to National Disaster Prevention Center, choosing a standard of rainfall 150mm to simulate the flooding situation in the target areas, utilizing flood routing model FLO-2D to find the results. Next, to distinguish the different types of land-use, the output from Geographic Information System (GIS) and satellite images are combined. Accordingly, the influences of detention pond and infiltration in different basins are studied by using three different improving methods. The results of this study find that the increasing of developed area, the reducing of infiltration capacity, and the reducing capacity of detention pond, will expand flooding areas.The most efficient method is the combination of detention pond and pumping system. To get a more precise data in the future, drainage system can be taken into consideration to simulate the complete flooding situation.
