行政院農業委員會水土保持局自2011年起辦理「大專生洄游農村計畫」，以競賽的方式創造誘因，鼓勵年輕學子於暑假期間實地進入農村場域，藉此將大專學生的專業知識及創意引進臺灣的農村社區。其辦理的規模逐年擴大，報名隊伍的數量亦呈現倍數成長，所投注於其中之經費及人力、物力資源亦逐年增加。目前水保局對於「大專生洄游農村計畫」執行效益大多以量化的問卷調查為主，較無法深度瞭解當事人個別的參與經驗。因此，本研究採取質性政策評估中的「回應性評估」理論，並以深度訪談的方式，從當事人對於參與經驗及感受的描述當中，了解其對於大專生洄游農村競賽的認知與看法，補足現有量化政策評估之不足，以期能提供相關單位政策管理與修正之參考。 本研究針對曾參與第一屆至第四屆「大專生洄游農村競賽」之大專學生及社區代表進行深度訪談，訪談共分為三個階段，第一階段受訪者共計11人，第二階段共計30人，第三階段計2人。根據上述研究發現，研究者提出五項建議，分述如下： 一、現有行前培訓機制仍有改善空間，應加強學生對於農村的了解，並促進團隊內部及與社區之間的共識凝聚。 二、駐村計畫執行前端的整合及後端延續的運作模式尚缺乏，宜建立在地輔導員機制，深度了解社區需求後再媒合學生團隊進駐。 三、學生駐村時間短，駐村計畫缺乏延續性，宜促成社區與學校之間的長期伙伴關係。 四、競爭關係導致三方之間互動關係的緊張與壓力，削減了學生對於農村事務的熱情，建議弱化競爭關係，強調學生駐村的過程及學習。 五、針對不同的專業領域，分別訂定明確評估指標、評分標準、成果呈現方式及獎勵機制。
The College Students-in-Residence Rural Village Competition, sponsored by Soil and Water Conservation Bureau, Council of Agriculture, Executive Yuan, aims to introduce the professional knowledge and creative ideas held by college students to rural areas in Taiwan by providing an incentive for young students to go there for their practice. With the ever increasing number of participating teams, the scale of competition has been extended and more funding, efforts and resources are invested each year. From the perspective of public policy, a project budget should be objectively and scientifically evaluated as the state resources are considered finite in most cases. Therefore, the careful evaluation of ever-expanding competition is not only important but necessary. The quantitative analysis of project effectiveness conducted by Soil and Water Conservation Bureau is primarily based on questionnaires, failing to explore the participants’ experiences individually. In view of this, this study employs the responsive evaluation theory from the approach of qualitative policy evaluation, supplemented with in-depth interview, in order to learn about the college students’ perceptions and options from their portrayal of experiences and feelings. This is expected to make compensate what is lacked in the quantitative research and serves as the reference beneficial for the future policy management and amendments. This study targeted the participating college students and community representatives from the first to the fourth competitions in the in-depth interview. The interviews were conducted in three parts. There were 11 interviewees in the first part , 30 in the second and 2 in the third. Five suggestions were proposed accordingly as follows: 1.The orientation training mechanism for the students should include more comprehensive knowledge and information about the status of rural areas and help forage the consensus within the teams and with the communities. 2.The Students-in-Residence Project lacks the integration in the beginning and the follow-up cooperation afterwards, wherefore it is advisable to establish the mechanism of local counselor, helping the students fully aware of the needs of the communities before they are sent to each of the communities. 3.The project at present fails to prolong the residence of the students and lacks continuity. In view of this, the long-term partnership between the communities and the universities should instead be established. 4.The competition between the three parties results in tension and pressure among them, which ices the enthusiasm of the students in rural affairs. The tension should be eased and the competition be replaced in order to promote what should and can be learned during their residence and practice. 5.Specific evaluation index, standards, presentation requirement and incentive mechanism are to be established according to the professional fields of the teams.
