The Application of Evaluation Forms in Roadway Ecological Engineering

近年來，有關生態及環境議題已日漸受到重視，工程建設的趨勢是要兼顧公共安全、生態保育及景觀營造，並以工程建設全生命週期的理念落實在規劃、設計、施工或維護管理各階段。然而生態工程推廣及採行仍處於探索階段，部分工程案件於不瞭解或懵懂情況下，即以生態工程之名推動，卻無法實際落實生態工程理念，造成各界對生態工程之誤解。 本研究之檢核評估表乃延續行政院工程會於2006年委託國立台北科技大學水環境研究中心之研究成果，當中廣泛收集歐、美、日等國有關道路生態工程檢核評估之文獻，並經專家學者座談會與機關訪談後研擬出本國適用之「道路生態工程檢核評估表」，以工程建設全生命週期之觀點，針對可行性評估、規劃、設計、施工、維護管理等不同階段，制訂適用之檢核評估表，以檢討各階段是否落實生態工程永續發展的理念，期使工程管理單位能有具體的項目與評估方式，檢討道路生態工程執行成效。 本研究之檢核評估表另委由各道路主管機關填寫，後共計回收22份檢核評估表，其中7件為無效填寫，有效案例共計15件，而本研究將其中最多的、屬於設計與施工類別的12件案例做為統計分析的標的。原檢核評估表的項目經由初步過濾後篩選出9大項50小項的因子，再利用統計多變量分析中之探索性因素分析，將上述9大項50小項的因子歸納出影響道路生態工程三項構面為：環境構面、安全構面與民眾構面，三構面可解釋原檢核評估表之因子變異量已高達89.309%。其次，透過雷達圖的視覺化效果可將各工程案例於三個構面的強弱點清楚地呈現。 本研究的分析結果可作為日後改善檢核評估表之依據，也可供工程管理單位快速掌握關鍵因素，以及研擬道路生態工程改善方案與對策之參考依據。
The topics of ecology and environment were getting more and more attention in recent years. The current trend of construction is to incorporate public safety, ecological restoration as well as landscape considerations. Besides, based on the total life cycle concept, all construction processes such as planning, design, construction and maintenance should all be taken into account. However, the concept of ecological engineering is still in its early stage in Taiwan. Some local ecological-engineering-based construction projects were carried out without knowing the essence of the ecological engineering, which resulted in many people’s misconceptions about the ecological engineering. This research first extensively collected the literatures of roadway ecological engineering from the European countries, the United States, and Japan. Evaluation forms for Taiwan were established based on the above-mentioned literatures, opining of experts and scholars, and interviews with staff of government organizations. The established form could be applied in every stage of the construction project such as feasibility study, planning, design, construction, and maintenance to examine the fulfillment of the ecological engineering concept in various stages. Moreover, the engineering authorities can use the established form to evaluate the performance of different roadway construction projects. The evaluation form was dispatched to various ageneies for trial use by the Public Construction Committee. Twenty-two project evaluation froms were returned. Among which, seven forms were found to be invalid and the remaining fifteenforms were used for further analysis. Twelve cases of design and construction stapes were selected, as the target samples for analysis. The items of the evaluation form were first screened into 9 main items and 50 sub-items. The 9 main items and 50 sub-items were further analyzed by the exploratory factor analysis which can be summarized as three phases, that is, environmental, safety, and public involvement. The explainable variance of the above phases dimensions is as high as 89.309%. Moreover, the strengths and weaknesses of the three phases of the respective construction projects can be clearly visualized by the radar-graphic method. The results of this research can be utilized to modify the original evaluation form, to provide the authorities for grasping key factors, as well as to initiate improvements or measures for roadway ecological construction.
