營造作業安全檢查管理資訊系統之建構研究

摘要


近年來隨著資訊科技之快速發展,不斷研發出先進之施工方法,大幅提昇營造業工程技術水準,使得營造業在設計理念及工程技術上均有長足之進步;然而營造業在職業災害防治上卻未隨著現代科技之進步而降低,自民國七十七年起我國營造業重大職業災害發生件數均高居全產業第一位,營造業從業勞工占全產業勞工人數10%以下,但歷年重大職災死亡人數卻占全產業50%以上。由於營造業環境變異性大,施工作業項目繁多且複雜,自然造成管理更加不易,也大幅增加勞工作業風險;因此,在資訊科技快速發展的同時,如何尋求以科學化之管理方法,進而有效協助降低營造業之重大職業災害發生,實為確保勞工生命安全的重要防災研究課題之一。 根據行政院勞工委員會勞動檢查年報可以發現,營造業有極大部分職業災害案例是可以事先預防,政府主管機關也日益重視營造業施工災害的預防,希望藉由完善的施工安全制度,減少職業災害的發生頻率,降低工安意外,使工程能順利完工。根據上述理念,營造業職業災害問題,已是所有降低勞工災害中,極為重要的課題,故本研究藉由相關文獻回顧,探討營造業職業災害已發生之情況,以及管理資訊系統於營造業之應用概況;並針對歷年營造業所發生之職業災害案例加以統計分析其災害類型;此外,亦會探討其營造業災害防治之有效措施,並構思建構一套行動化的安全檢查管理資訊系統,使能協助勞工安全衛生管理人員針對營造作業進行安全檢查,亦能對違規項目進行拍照佐證作即時的改善,同時結合靜態與動態資料自動做統計,進而提供雇主、事業單位及檢查單位相關的資訊,協助判斷潛在的致災因子,使得以採取有效的防制措施,以期能確實保障勞工生命安全,並可有效降低職業災害之發生。

In recent years, with the rapid development of information technology, the more advanced construction method are continuously developed, substantially enhance the standard of construction engineering technology, making the construction industry in designing concept and construction skills both had made remarkable advance in technology; However, the occupational accidents has not been decreased with the advances of modern technology, since year of the Republic of China 70 year, the number of major occupational accidents in construction industry is ranked first in the whole industries, labors accounted in construction industry are 10% and below of all labors of the all industries, but in the past years, number of deaths fatalities have more than 50% of the all industries. Because the variability of construction industry, construction projects are numerous and complex, spontaneously making the difficulty of management, increasing the risk of labor operation; therefore, while information technology rapidly developing, how to seek a scientific management method for assisting to efficiently reduce the possibility of major occupational accidents happen in construction industry, to ensure the safety of labors is one of the most important prevention research objectives. According to the Labor Inspection Report of CLA (Council of Labor Affairs), it can be seen that most of the major occupational accidents cases in construction industry can be prevent beforehand, government agencies also increased attention on the prevention of construction accidents. Hoping to complete a construction safety system to reduce the frequency of occupational accidents possibility, reduce construction site accidents, so that the project and be completed successfully. Base on the idea above, construction occupational accident problem, has been a very important objective of all labor accidents reducing issues, therefore this study according the related reference review, discussing the situation in construction occupational accidents for those already happened, and also the overview of application of management information system in construction industry; And statistically analyzing the occupational accidents happened in construction industry over the past years, classify the accidents type; In addition, also discussing the effective measures in construction accidents prevention, and build a mobile type safety check management information system to assist the Occupational Safety and Hygiene Officer to do the safety check on construction operation, also photographed evidence of those irregularities in order to do a real time improvement, then combine static and dynamic data for automatic statistics, providing related information to the employers, institutions and inspection units, help to determine the potential hazard, take effective prevention actions at the same time, protecting the safety of labors, and reduce occupational accidents efficiently.
