建構公立高中職學校行政職員在職訓練核心職能之研究

A Study on Developing a Core Competency Framework of on-Job Training for Administrative Personnel in Public High Schools

摘要


本研究旨在建構公立高中職學校行政職員職務所需之核心職能,探討職能層面及其核心職能項目及其行為標準,以提供相關單位辦理在職訓練之參考。 為具體達成上述目的,本研究以修正式德懷術問卷調查為主要研究方法。首先探討公立高中職學校行政職員之功能、角色及在職訓練現況與核心職能相關文獻,參酌公部門擬定核心職能之研究並根據行政職員職務列等進行分析與歸納,經整理後形成公立高中職學校行政職員核心職能架構,並編擬成問卷初稿,透過專家問卷內容審查建立問卷效度,參酌專家所提意見修編形成正式問卷。藉由二次德懷術調查法,達一致性共識。 透過上述研究過程,本研究建構出「公立高中職學校行政職員在職訓練核心職能」包含共通核心職能及專業核心職能二層面共20項核心職能,每一職能項下有其行為標準描述作為該職能之衡量標準。 最後,本研究根據結論,提出相關建議事項,以供訓練單位、學校及個人未來規劃在職訓練之參考。

This study aims to identify the administrative personnel’s core competency required for the administrative affairs in public high schools and investigate the categories, elements, criteria of the core competency as a reference for the related institutes to carry out relevant on-job training. To achieve the above purposes, the study adopts a modified Delphi method, which chooses questionnaires as the main research method. First of all, the study discusses the functions, roles, and current situations of on-job training. Related literature of personnel in public high schools is reviewed as well. Besides, the study probes into core-competency-related studies conducted by the public sectors, analyzing and categorizing according to different administrative positions. Based on the analyses, we propose a framework for administrative personnel’s core competency in public high school and design a draft of the questionnaires. The experts review the content of the questionnaires to help establish the validity of the questionnaires; according to their suggestions, the final questionnaires are formed. With the modified Delphi method carried out twice, the final consensus is reached. During the process of the study, we develop a core competency framework of on-job training for administrative personnel in public high schools, which contains the general and professional competency. Twenty types of competency are proposed, and each of them is analyzed with the behavioral standards, which can be used as the criteria for the competency. Finally, this study provides suggestions for training institutions and schools to organize and for individuals to participate in on-job training programs.
