以綠建築指標觀點評估軍事營區規劃

依據相關研究指出建築總耗能佔國家總耗能達到33﹪以上，在面對世界生態環境急速惡化及溫室效應日益嚴重的今天，建築物從生產、運輸、建造、使用到拆除各個階段，消耗大量的能源、排出二氧化碳、製造空氣污染及廢棄物。因此如何改善環境破壞及節能，成為各國政府面對的課題，我國順應世界發展趨勢以公有建築物通過綠建築指標方式，降低建築耗能達成環境保護目的，成為當前國家對節能的主要政策。國防工程列屬公共工程範疇，以往由於國防機密因素，軍事營區成為一塊不為大眾注意的神秘地帶。基於軍事國防的需要，軍事營區遍佈台灣各地、數量眾多、規模龐大，因此檢討現有營區建築，達到節能環保的目標，對於降低建築總耗能與改善台灣生態環境，將有明顯成效。本論文嘗試由綠建築指標、永續環境議題、軍事營區議題、軍事營區綠建築規劃設計實例探討等面向，以誘導式結構研究方法彙整評估軍事營區綠建築指標的規劃內容與改善建議，以達到節能建築目標。所有規劃營區之案例皆能滿足日常節能、基地保水、污水垃圾及水資源等4項指標，研究發現若各營區針對如生物多樣性、綠化量、室內環境等3項指標加以改善，即可提升綠建築指標至銀級以上標準，因此本研究彙整出軍事營區於綠建築指標之規劃建議，以供相關單位於辦理軍事工程綠建築指標規劃或改善參考。

According to the related research, the total buildings’ energy consumption has been over than 33% of total country’s energy consumption. In the face of the world’s rapid deterioration of ecological environment and the growing greenhouse effect, each stage of buildings consumes the massive energy, emits carbon dioxide, and produces air pollution and waste from its production, transportation, construction, and use to demolishment. For this reason, reducing the environmental damage and improving energy saving becomes the issue which each country’s government confronts with. We align with the world trend that reducing the buildings energy consumption to protect environment by the method of applying green building norm in public buildings, and it also is the main current energy saving policy. Military construction is part of public construction program; in the past as a result of the national defense secret, military barracks was an unattended mysterious zone. Based on the needs of military defense, large scale and large numbers of military barracks are all over Taiwan. So, reviewing the existing barrack buildings will be a great help to save energy, reduce buildings energy consumption and improve Taiwan’s ecological environment. This research attempts to appraise the matter and the suggestion of military barracks green building plan with induced structure methods by the green building norm, sustainable environmental topics, military barracks issues, and military barracks green building design examples to achieve energy saving building goals. All the examples of the plans can achieve the objects of daily energy saving, conserving water, sewage and trash improvement, and water resources etc. 4 targets. The study found if per barrack improves such as biodiversity, afforested quantity, and indoor environment 3 targets, it will promote green building norm upon silver level. Therefore, this research assembles the advices of military barracks green building plan and provides a reference for the relevant units for the military construction green building plan.
