資訊軟體開發專案之風險管理探討

摘要


由於專案具有特定的目標、明確的時程、限制的成本、複雜性、非經常性、無經驗和不確定性等特性,造成了專案的時程皆難以準確評估的現象,以致於在評估專案的合理性與可行性上,只能依據過往執行的專案或是經驗來概估專案,專案管理理論已被驗證對於工程品質、成本、時程及範疇管理方面具有良好成效,達成如期、如質及控制於預算成本內等專案目標之機率較高。 本研究探討專案範疇管理流程的架構,特別針對一般實務中較難執行的工作分解結構做詳細的說明,以實例來闡述工作分解結構在專案管理中,所擔任的角色及重要性,提出系統化的專案範疇管理流程方塊圖,並進行流程綜合研析。 隨後,介紹專案風險管理的系統流程架構,據以說明各流程間的相互關係。此外,提出專案風險管理流程的綜合研析。 最後,本論文將專案範疇與風險管理應用於某資訊業規劃政府標案之專案管理實務,完成工作分解結構(WBS)、風險登錄表(Risk Register)、風險分數排序及風險回應規劃,期使讀者對於專案範疇與風險管理有更深入的了解,且將有助於應用於企業專案範疇與風險管理的實務工作中。

Due to the characteristics in goal, schedule, cost, complexity, impermanence and unfamiliarityfor a given project, proper evaluation of the project duration becomes difficult. As a result, one can only rely on past experience or project history to evaluate. The project management theory has been that verified regarding the engineering quality, the cost, the schedule and the scope management has made the good achievement, In the thesis, a systematic point of view is employed to investigate the Project Scope Management, by introducing a block diagram for the project risk management processes. A comprehensive research and analysis is provided. Finally, the process structures are applied to planning government procurement project management practice for information industry. The WBS, Work Breakdown Structure, Risk Register, Risk Score, Risk Response Planning are derived and built to facilitate the knowledge and application of professional practice in the Project Scope and Risk Management for the readers.
