隨著教育改革意識興起,國內相關法規也賦予家長參與學校教育事務權的法律依據,家長參與學校教育事務儼然成為未來的發展趨勢,惟當家長參與學校教育權介入學校組織運作後,勢必對學校組織運作造成影響。因此,家長參與學校教育事務的權利內涵及影響因素,均值得進一步探討。 本研究旨在探討高級中等學校家長參與學校教育事務權之內涵,及影響家長參與學校教育事務的因素。以台灣地區高級中等學校人員及家長為研究對象,分析研究結果獲致下列結論: 1.學校人員及家長均高度贊同家長的「整體參與權」、「協助權」、「申訴權」、「子女在校資訊請求權及隱私權」及「學校行事資訊請求權」。 2.學校人員與家長對家長參與學校教育事務權的贊同程度有顯著差異。 3.不同性別、教育背景、擔任職務、學校類別、學校屬性、學校規模及學校所在地的學校人員對家長參與學校教育事務權的贊同程度有顯著差異。 4.不同性別、家長會職務及學校所在地的家長對家長參與學校教育事務權的贊同程度有顯著差異。 5.「學校因素」與「家長因素」均是影響家長參與學校教育事務的重要因素。 6.不同家長會職務及學校類別的家長對影響參與學校教育事務因素的看法有顯著差異。
With the rise of an educational reform consciousness, domestic regulations have granted parents with a legal basis to participate in school educational affairs, and parental participation in educational affairs has virtually become a developmental trend for the future. However, when parents participate in schools’ education rights, intervening in the school organization would certainly impact its operations. Thus, the rights content of parental participation and influencing factors in education affairs are both worth further exploration. This study aims to explore the content of parental rights of participation in school educational affairs for high schools, and the factors that influence parental participation in educational affairs. Taiwanese high school personnel and parents are the research subjects; analysis of results has yielded the following conclusions: 1. School personnel and parents are highly approve of parental “entirely participation rights” , “assistance rights” , “appeal rights” , “children,s information acquisition rights and privacy rights” and “school administrant information acquisition rights”. 2. School personnel and parents have significant differences with regard to parental rights of participation in school educational affairs. 3. The approving degree of school personnel who are in different gender , education backgrounds , holded post , school classification , attribution , dimention and the located school have significant differences 4. The approving degree of parents on parental participation and the right of school educational affairs on varied gender, the post in parental committee, and parents at the located school have significant differences. 5. “School factors” and “parent factors” are both important factors that influence parental participation in educational affairs of schools. 6. For those parents who take different charges in parental committee and the school classification that their children attend have significant differences on the notion that affect the factors of school educational affairs.
