高中職學校創新經營策略之研究–以獲得教育部校長領導卓越獎為例

A Study of Strategies for Innovation Management in Senior High School – Take Examples of Outstanding Leadership of the Excellent Principal Award

摘要

本研究旨在探討高中職學校創新經營策略、遭遇阻礙與解決途徑，採用質性研究之深度訪談法，研究工具為自編半結構式的訪談大綱，並以2007–2009期間獲得教育部校長領導卓越獎之9位高中職校長為研究對象。從這些獲得教育部校長領導卓越獎的高中職校長務實經驗，將相關資料處理分析後，獲致以下結論：
一、高中職學校創新經營主要採用策略為：多元領導策略、知識管理策略。
二、「行政運作創新」層面多採用目標管理策略、績效管理策略、教導型組織策略及多元領導策略。
三、「課程教學創新」層面多採用知識管理策略、差異化策略。
四、「學生展能創新」層面多採用知識管理策略、學習型組織策略。
五、「資源整合創新」層面多採用知識管理、多元領導策略。
六、「環境營造創新」層面多採用全面品質管理策略、藍海策略。
七、「資訊科技創新」層面多採用知識管理策略、藍海策略。
八、高中職學校創新經營遭遇阻礙主要來自學校內部因素成員心態。
九、高中職學校創新經營遭遇阻礙其解決途徑是運用時機溝通、培植同心夥伴與建立獎勵機制。

This research aims at exploring senior high school innovative management strategies, difficulties and solutions. To achieve the purposes, nine principals from nine senior high and vocational schools, who had been awarded for excellent leadership in the years of 2007 to 2009, were interviewed. The results of this research, which are as follows, can provide reference for schools and educational administrations in terms of future implantation and policy legislation.
1.The innovation management in senior high school is mainly performed with the strategies of multi-frame of leadership and knowledge management.
2.Administrative innovation management is mainly performed with the motivation and demonstration strategies of management by objective, performance management, teaching oganization and multi-frame of leadership.
3.Curriculum and teaching innovation management is mainly performed with the strategies of knowledge management and differentiation.
4.Students’activities innovation management is mainly performed with the strategies of knowledge management and learning organization.
5.School resources utilization innovation management is mainly performed with the strategies of knowledge management and multi-frame of leadership.
6.School environment innovation management is mainly performed with the strategies of blue ocean strategy and total quality management.
7.Information technology innovation management is mainly performed with the strategies of knowledge management and blue ocean strategy.
8.Conservative attitudes of the school faculty are the main cause of difficulties for the school innovation management.
9.Communicating, seeking new loyal staff and building up reward systems are resolutions to the difficulties in school innovative management.
