以通用設計觀點探討碧潭風景特定區遊憩設施規劃設計之研究

摘要

現今國人的休閒遊憩需求增加，為提昇國內觀光遊憩環境與設施之服務水準，讓民眾樂於在國內旅遊，提升觀光景點的競爭力，將通用設計理念導入於遊憩空間環境及設施之規劃設計中，確實有其之必要。相關遊憩空間環境與設施之建設應「儘可能滿足所有使用者之需求」作為導向，建構其友善性與可及性，讓不同遊憩族群皆能獲得更大的便利性、舒適性與安全性。
本研究以新店碧潭風景特定區為研究個案，其在2008年新北市政府為提升碧潭特定區之整體景觀與遊憩環境，進行河濱公園整建、自行車道、河岸親水空間及鄰近環境整頓等的整體規劃設計改造，以期提供更優質的休閒環境，但計畫完工後，許多民眾認為其仍有再檢討、改善進步之空間。
本文以通用設計觀點導入碧潭風景特定區之遊憩設施與環境作調查分析，並應用使用後評估方式，以文獻探討、現地觀察、專家問卷審查、使用者問卷調查、專家學者訪談等研究方法，彙整出「遊憩設施規劃設計之通用化原則與觀點」、「碧潭風景特定區遊憩者使用感受分析」及「碧潭風景特定區遊憩設施規劃設計之通用化綜合檢討」等三大研究結論，以提供未來相似觀光環境或設施在通用化規劃設計上作建議與參考，建構國內更多友善無礙的通用遊憩環境與設施。

Nowadays, people's recreation needs increase. In order to enhance the services level of domestic tourism and recreation environment and facilities for making people enjoy in domestic tourism, and enhancing the competitiveness of tourism attractions. The universal design concept introduced into the planning and design of the recreation space environment and facilities is necessary indeed. The Constructions of recreation space environment and facilities should be "as much as possible to satisfy all users' needs." Construct its friendliness and accessibility, so that different recreation groups can get greater convenience, comfort and safety.
In this research, Bi-Tan Scenic Area is the main case study. In 2008, New Taipei City Government in order to enhance the overall landscape and recreation environment of Bi-Tan Scenic Area, reconstruct and transform the overall planning and design of riverside park, bike paths, riverbanks and other hydrophilic space and neighborhood etc. to provide better recreational environment. But after the project completion, many people feel it still have the space to progress and improve.
This paper introduced the Universal Design viewpoints into the Bi-Tan Scenic Area recreational facilities and environment to survey and analysis. Through the Post-occupancy Evaluation research methods of literature review, field observation, experts and users’ questionnaires and expert interviews etc. to summarize three conclusions of“recreational facilities’ Universal Design principles and viewpoints”, “Bi-Tan Scenic Area users’ using experience analysis”and“comprehensive discussions of Bi-Tan Scenic Area’s Universal Design”to provide the similar tourism environment and facilities the advice and reference of Universal planning and design in the future. In order to create more friendly, harmless and universal recreational environment and facilities in Taiwan.
