高齡者住宅火災防制對策之初步研究

摘要

聯合國大會於西元1992年宣布西元1999年為國際老人年（The International Year of Older Persons），其原因乃由於醫學與生物技術的持續進步，使得人類壽命不斷的延長，因此，高齡銀髮族在總人口數中的比例正逐年攀升，使得世界人口結構有逐漸老化的現象；而此人口比例上的改變，對於國家整體乃至於世界經濟發展與人類生活環境將具有重大的影響。
隨著高齡化社會的來臨，有關於高齡者的居住生活問題以及住宅安全的提升自然相對的趨於迫切，故如何建構合適且安全而完善的高齡者住宅環境，以因應日益增多的高齡者居住需求，自然成為當前重要的防災研究課題；本研究將蒐集國內外相關論文及文獻資料，並從設施種類、性質、空間設備及服務內容等層面來探討各國高齡者住宅設施體系的特徵以及相關的災害防治措施，並融入考量國內高齡者之本土性致災 潛勢因子後，進而歸納出較適合於國內未來在高齡者住宅設施應有的防災規劃方向及須更加注重的防範課題，以供相關領域的規劃及應用設置參考。

In 1992, the United Nations General Assembly announced the year of 1999 is The International Year of Older Persons. It causes human life lengthening because of the progress of medical science and biological technology. Therefore, when the aged population climbs year by year in the total population, it shows the whole world’s population structure is getting older gradually. In this population proportion change, it will bring the significant impact from a country to whole world.

Along with advanced age society’s approaching, it becomes urgent to concerns to the questions of the advanced age housing life as well as the housing security. Therefore, how do we construct an appropriate, safe and perfect housing environment for aged people becomes an immediate and important research topic.
The research gathered the relative papers and literatures and also probed into the characteristics and relative disaster prevents from each countries and different angles like stratification plane, facility type, spatial equipment and service content. In the meantime, we also have to add the consideration of the potential factor of domestic aged, then will induce a suitable prevent plan for aged housing environment in the future.
