台灣的建築物外牆髒污、廣告物、鐵窗、冷氣機附置物、陽台加窗、違章建築等現象，普遍給人「髒、亂、醜」的都市印象。對於如何認定什麼是髒亂的建築物外牆，行政機關目前尚無有效的改善評估工具及公共政策，導致改善外牆的公共安全及市容觀瞻成效有限。有鑑於此，本研究將探討如何改善都市景觀，提升公共安全，並防止建築物外部環境惡化，研究範圍選定臨接忠孝東路三、四段沿街面建築物，以文獻蒐集、外牆管理法令分析、現象觀察、問卷調查、AHP專家問卷等方法，探討目前外牆亂象形成之原因，分析目前建築物外牆亂象最需要被改善的問題，提出建築物外牆改善評估方法及具體改善之執行方法及評估基準。經分析顯示，因相關管理法令不周、行政機關人力不足取締不彰、建築物使用者漠視等原因，造成外牆髒亂影響都市景觀，外牆附置物違規設置及外牆飾材掉落危害公共安全等問題。
整體研究結果顯示，本研究所建立之外牆髒亂改善評估方法，能有效對建築物外牆現況進行評估，分析是否應進行何種程度的維護。希望本研究結果能做為政府機關制定公共政策或外牆維護管理具體改善之參考，建立維護清理相關準則，同時與物業管理公司相互合作，藉此逐漸改善外牆髒污、現存之違建、附置物等問題，提昇都市整體公共安全及都市景觀。

The soiled construction external walls, steel window, the haning products on the air conditioning and building constructed without licences in Taiwan gives public ( dirty, messy, shameful ) city impression. With regard to identify the messy construction external walls, there aren’t any improvment tools and public law in the adminstrative machinery at the moment, which leads to the limited of public security for external walls and city's appearance look. Reference to that, this research will explore the improvement of townscape and public security and also to prevent the deteriorate of the constrution environment. The range of the research includes the constructions opposite of the contiguous of Sec. 3 and Sec.4, Jhongsiao E. Rd, According to the history research, phenomenon observation, public research and external management law analys, seeks the reason for the chaotic of the external walls. To analyse the issue of imprvoment if chaotic external wall and bring up the method to appraises and improve.
Under the analysis, it gives the methods for the failure of management of the law and failure of ban are:As the present issues, to establish the law for the external wall management.Directly against the public security and city's appearance look of the construction external walls, to establish the methods to assess the meeseeness of construction external walls.To accerate the guidance and assistance to form public apartment management team, according to the apartement law to improve construction self-management. Includes the external walls in to , to protect the external walls.
The whole research shows, to establish appraisal target to improve messeness of external walls could succesfully to assess the protection of construction external walls. Hopefully, this research results could be a reference for the administrative machinery to the improvement of public policies and construction external walls management. So therefore to modify the messeness of the external walls, building constructed without licences and hanging products...etc, to improve the public security and townscape.
