無道碴軌道系統應用管理研究與探討

摘要


國內陸運交通主流於交通部規劃方向已可確知業已由道路交通轉向鐵路軌道運輸系統,近年來國內外軌道運輸產官學研各單位,在朝壽年整體成本低及自然資源有效運用前提下,無道碴道床軌道因而成為國內及國際軌道界選用及研發之主流。 無道碴道床軌道因使用地之區域特性、軌道運輸系統特性不同而有迥然不同的設計、施工、營運、養護整合型態,早期國內並未培訓專業鐵路軌道工程師,近年因眾多軌道系統施作,但國內軌道人才及研究仍有不足,故本論文主要針對軌道運輸系統中安全為管理運用基準探討無道碴道床軌道,將以無道碴道床軌道實際工程經驗為基礎及台北捷運無道碴道床軌道為主要研析標的,且就參與國內實際無道碴道床軌道設計及研究執行各案例進行深入整合分析,本研析運用分析方法有AHP層級分析法、專家經驗綜整法、魚骨圖分析法等方法,分析內容涵蓋無碴軌道與各關聯界面子系統界面及其關連性分析、軌道運輸安全、現代軌道特殊需求等方面,再深入研究後釐定出無道碴道床軌道並落實於規劃、設計及施工等階段,國內通用性具有實用價值且可供各軌道研究機構及使用單位在無道碴道床軌道方面的研發及使用之安全因子,期使未來軌道研究及實用設計與施工,可更有效地且安全的進行。

The track transportation system has been announced as the main stream of the in-land transportation in Taiwan by the Ministry of Transportation and Communications. The non-ballasted track instead of the traditional railway has been used mainly by the industrial, government, and academic sectors in Taiwan and overseas in the mass rapid transit systems, high speed railway, and the light rail system, because of its low cost of life service and effective use of natural resources. The non-ballasted track has different modes to integrate the design, construction, operation, and maintenance in accordance with regional characters and service level of system. Being lack of professional trackwork engineers and scientific researches, as well as being open to the international market owing to the termination of WTO and ICP, this paper is aimed to study the non-ballasted track from the viewpoint of safety management, and to proceed the integral analysis based on the practical design, research cases, and the substantial completion of MRT construction in Taipei. The analysis methods include the AHP, ABAQUS software, Cause & Effect/Fishbone diagram, practical measurement modifying method …etc. The contents of analysis will include the interface integration and correlation analysis, the safety of track transportation, as well as the special requirements of modern track engineering. Furthermore this study will be used to work out the national basic principles of non-ballasted track in the safety factor, in an expectation of carrying out the track project safely and effectively during the planning, design and construction periods.
