近年在大型武器系統的研發之工作上,各計畫無不極思縮短產品的開發時程,所以在工程流程管理上,皆重視各系統在階段間之品質與成本控制。過去國內重大專案計畫的研發,均沿用嚴謹的美規型態管理制度,不符合企業經營的經濟性和時效性,本研究目的是將汲取美軍規範優點及實際型態管理的應用心得,結合理論與實務經驗,檢討過去執行的缺失,精進現階段管理的作為,提供適切國防工業的研發與企業管理制度之參考,冀能爾後能交互通用於品質管制技術之特點,快速轉置產業,俾有效強化工程管理標準制度化的推行,提昇品質及降低成本之效益,並能改善國防工業體質及民間企業之認同。 本報告以採用IDEF0方法論,描述系統的功能活動及其資料關聯模式,同時在案例探討中,應用工程變更的管制作為,修訂改善現有工程變更的作業流程,可減少不必要的工程變更與潛在變更成本,在另一案例中引用兩層式型態稽核技術,成功深入複雜的系統,達到型態稽核的目的;由兩層式型態稽核能力分析結果得知,能隨稽核偵出錯誤後,採取修正與改善措施,使錯誤資料大幅降低至令人滿意的程度。 本論文之研究以電子系統的作業模式與組織架構為探討對象,業者可以根據本身業者不同的計畫特性、產品屬性類別,可相應出不同的產品開發流程模式,經由適當的裁適出合適的管理方法,使研製產品能符合顧客需求與經營效率。
Recently, many large scale development programs, for military weapons (e.g.) tend to shorten development time to be more cost efficient. Quality and cost controls are emphasized in order to achieve this goal. In the past, Taiwan’s large development programs all used an MIL-STD configuration management system that do not quite fit the economic and efficiency needs of private companies. The purpose of this research is trying to capture the advantages and applications of this management system and to combine them with other management applications. The theories that we proposed are used to improve the current methods, It this research may also be used as a reference for implementing the military’s management system to fit to private enterprise. The benefit is the unification of both industries, and it will strengthen the cooperation, upgrade the quality, and lower the costs. This report adopts IDEF0 methodology to describe system function activities and data correlation models. In one of two case studies, the implementation of engineering change management successfully reduces or prevents the unnecessary design changes. In the other case study, the adoption of a two-level configuration auditing technique also successfully achieved audition purposes for a complex system. Based on the audition ability analysis of this technique, the repaired and modified steps were implemented after faults were detected. As a result, the quantity of fault data is greatly reduced to a satisfactory level. The object of this research was to analyze the operation model and structure of an electronic system. An industry can implement it to its own product development according to program characteristics and product property and category. An appropriately tailored system will allow the development of products to satisfy both the customer’s needs and efficiency.
