電子化政府的跨機關資料流通研究--以桃園縣免書證免謄本系統為例

摘要

資訊科技的發展與新公共管理的興起造就了電子化政府發展的浪潮；而跨機關資料的流通則是目前發展電子化政府最重要的議題之一。跨機關資料流通的目的在於達到「一處收件，全程服務」以及「免書證免謄本」的目標。桃園縣政府參於民國九十二年推出「免書證免謄本系統」。桃園縣「免書證免謄本系統」目前提供五百一十項業務的申辦服務，堪稱全台之冠。本研究問題在於，桃園縣政府各種資源並非全台第一的情況下，何以能夠有此成就？而在發展過程中又遭遇到何種困難？並如何解決？藉由訪談桃園縣政府研發處、地政處、民政處與工商發展處，本研究分析其成功的因素除了縣長以及研發處處長的期待與支持外，制度化且完善的管考與稽核機制讓桃園縣政府引進「免書證免謄本系統」的過程中，其官僚特性的限制降低至最低。此外，由於「免書證免謄本系統」僅能針對本縣市謄本資料進行查詢，在業務的申辦類型上便受到限制，因此跨縣市的謄本資料查詢成為桃園縣政府「免書證免謄本系統」的未來的發展方向與挑戰。

The trend of E-government is raised by development of information technology and new public management. The most significant issue of E-governemnt is inter-agency data sharing. Inter-agency data sharing is aim to "One-Step Service" and "Certificate Free"."Certificate Free System" which is launched by Taoyuan County Government in 2003, offers 510 services. It is the greatest quantity in Taiwan. However, How Taoyuan County Government can make this goal within limitation of resources? The study stresses on the progress of Certificate Free System development. The study method is qualitative interview of Research and Development Department, Civil Affairs Department, Land Administration Department and Economic Development Department. The study concluded the following factors of the research questions. First, despite the expectations and supports of the magistrate, instiutionalized management and completed examination lower the risks of the bureaucratization in the process of the Certificate Free System. However, because of the query limitation of the Certificate Free System, the Intrt-county query of the Certficate Free System is another developing aspect and new challenge in the future.
