綜觀台灣社區的政策推動,從早期政府主導的「由上而下」的社區發展,演變成強調公民參與的「由下而上」的社區營造,近年來又再轉化為重視多元、跨整合的「網絡治理」協力模式,主要是實踐社區營造旨在促進社區自主。本研究主要目的係針對都會區公寓大廈型社區,探究其運用「網絡治理」的概念治理社區的狀況,試圖建構出社區網治理模式,對公寓大廈社區藉網絡治理模式推展社區營造提出建議,以達未來實踐社區營造的目標。 本論文將以質化研究之深度訪談為進行資蒐集方法,訪談對象為非營利組、民間團體、企業、協力廠商、社區等網絡成員共14名,並佐以相關資料參考。 綜合理論與証實,研究結論如下: 一、社區在網絡成員合作互動過程中相互學習增長專業知識,有助於提升社區治理人治理能力。 二、在資源整合,相互交換、分享機制,增加社區資源能量。 三、網絡治理的功能較具彈性和靈活度,較有創新想法。 四、跨越公寓大廈型社區封閉的藩籬,與外界連結交流,有助改善社區體質。 五、建構以社區為中心的跨接式實務治理模式。 六、需加強培訓社區治理人專業知識與人才。 七、政府應從宏觀角度,重視未來都會區大多數居住形態公寓大廈社區之營造。
Looking at Taiwan's policy to promote the community development, from the earlier years government-led “top-down” method , community development has evolved into a “bottom-up” method" with emphasis on civic participation. The most recent focus has turned the attention onto a diverse, cross-integration “network governance” method. This method aims to create and promote community autonomy. This study is mainly focus on community-based high-rise condominiums in the metropolitan area, and the main purpose is to explore the use of “network governance” concept to build a community networking model and to make recommendations on building stronger and tighter communities. The study is based on qualitative research. Data with relevant reference points are collected via in depth interviews with non-profit groups, civic groups, businesses, third-parties, and various communities, which consist of total fourteen entities. The finding and confirmation based on the concept of “networking governance” are as follows: 1. It promotes interaction and cooperation among the communities. It increases knowledge and management capability 2. Community resources are greatly increased with integration of resources, exchange of knowledge and experience, and sharing of mechanism, 3. “Networking Governance” method is flexible and agile. It encourages and promotes innovative ideas. 4. Beyond the closed barriers of the high-rise condominiums, networking with other entities helps to improve the quality of the community. 5. A community-centered model bypasses standard management model. 6. Community needs to invest in managers of the property by providing specific learning and training opportunities. 7. Government should take boarder view and pay special attention on the style of living and method of interaction of the newly build high-rise condominium communities in the metropolitan area.
