土壤液化災害風險揭露程度之研究

摘要


隨著災害的頻繁,民眾開始擔憂自身所居住的環境及所面對到的災害問題,對於災害相關資訊的需求也日益殷切。過去我國對於土壤液化的研究結果已相當完備,但並未將此災害研究成果之資訊傳達予民眾瞭解;長期隱瞞災害資訊的情況下,可能造成民眾對於此種科學資訊之質疑,而政府所據以採取之相關災害減緩措施亦難獲支持,因此風險資訊揭露有其重要性存在。 本研究以地震所引起之土壤液化災害為例,藉由液化危險度評估得到災害風險資訊。在資訊利用上,不同個體因利用災害風險資訊所產生效用上的差異是所要探討之重點。民眾在接受到風險資訊後,利用該資訊中所含的富資訊性與精細性將決定其如何形成對風險的認知以及如何採取行動,本研究以減緩措施之選擇與願付金額作為衡量此種資訊效用價值變動的依據 。藉著最後產出的結果,可判斷液化風險資訊的揭露程度對一般民眾在資訊利用上的偏好與效用。實證的結果顯示民眾較願意接受完全揭露之災害訊息,此研究結果可協助決策者決定較佳之災害資訊揭露方式,並使民眾能據以採取更正確之減緩措施以降低災害之傷害。

Along with the disaster frequency, the people start to worry own living environment and to face the disaster question. People are also eager the disaster related information. In the past, the research results regarding the soil liquefaction are already quite complete in our country, but gives information of transmission this disaster research results the populace to understand by no means. In the long-term the government conceals the disaster information. It possibly creates the populace question regarding this kind of scientific information. The tasks which the government adopts to mitigation measures of disaster according to disaster research result are difficult to attain the people’s support. Therefore, the risk information disclosure has its important existence. This research is to investigate the earthquake causing the soil liquefaction disaster as an example, because of the liquefied risk factor appraised obtains the disaster risk information. The key point of this research is to investigate the effectiveness difference of the different individual to use the disaster risk information. After received the risk information, the people use informativeness and fineness which in this information contains decided how it does form to the risk perception as well as how to take the actions. This research is in terms of the selected method which mitigation measures of disaster with the amount to be willing to pay to weigh the value of this kind of information. According to the final result, we may judge the degree of the liquefied risk information disclosure to know the preference and the effectiveness to the populace in the information use. In accordance with the research result, it shows the populace is willing to accept to full disclose the disaster news. These findings may assist the policy-maker to decide the good disaster information disclosure way, and enables the populace to take the more correct mitigation measures of disaster, then to reduce the damage of the disaster.
