居民對都市港灣再造的影響認知調查之研究-以高雄亞洲新灣區為例

摘要

當政府投入龐大的資金，新建公共建設時，其因對市政規劃、提振經濟、或提高工作機會等不同需求，然而居民對公共建設是否有相當的認知？是否滿意政府公共建設的興建？
高雄市政府致力於推動實施港灣再造，包含世貿會展中心、海洋文化及流行音樂中心、市立圖書館總館及高雄港國際港埠旅運專區及水岸輕軌線，這些公共投入稱為「亞洲新灣區」，其對高雄市的發展影響深鉅，對鄰近地區居民將會產生社會及經濟型態的改變。
本研究以亞洲新灣區的居民為主，研究灣區居民對都市港灣再造的影響認知；研究方法以文獻中，公共建設的效益因子尋求專家對公共建設效益的看法而研擬出專家效度問卷，並據此設計居民調查問卷，以居民調查問卷的結果，得以分析出灣區居民對亞洲新灣區港灣再造之公共建設所造成的影響認知。
研究結果得知灣區居民對亞洲新灣區的公共建設有相當大的肯定與極高的滿意度，並對不同項目的公共建設有近期、中期、長期的期望值。本研究提供政府在公共建設之決策參考。

When the city goverment invests huge expenses to public constructions, those are from the different needs of urban planning,economical promo- tion, applying for requirements of job opportunities. However, the local residents recognition and satisfaction to public construction is not re- vealed.
Nowadays Kaohsiung government embarks on promoting the harbor renewal, which includes World Trade business Center, Ocean Cultural and popular music center, City library main hall,Kaohsiung Harbour Travel Center, and Tran-pass Express Railway, Kaohsiung develop-
ment future willingness would be targeted to”News Asian Harbour
Area”, which tremendously affects to urban development,and also to
the neighborhood area at the aspect of the exchange of the society eco- nomy.
This thesis is in order to investigate the recognition and satisfaction of New Asian Harbour Area local residents. and also is to research their recognition to Harbour Renewal Construction. Due to related references, it concludes the beneficial effects of expert’s opinions and to design the questionare for residents recognition and satisfaction. Hence, upon the results which is to analysis the local residents recognition and satisfac- tion of Public Harbor Renewal Construction.
The thesis results in the local residents high recognition and high value of satisfaction to the harbor renewal contruction, and the local residents also have the near term, mid-term, long-term expectation to the rentwal wal construction. This thesis is also to supply the government reference of making decision to Public Construction in the future.
