外包關鍵因素與經營績效關係之研究 -以台灣家庭用紙業為例

摘要


造紙業面對台灣加入WTO後,一方面面臨強大的國際化之競爭壓力,另一方面也面臨國內既有之廠商及潛在之競爭對手的威脅。在這幾年來,雖然台灣生產製造家庭用紙之廠商在市場環境多變及競爭激烈與微利的狀態下,仍依然計劃持續投資、設立、改造主要產品生產設備,其不外乎就是為了能滿足消費者對家庭用紙之需求。 但在家庭用紙業中,幾乎沒有一家公司能對其所銷售的產品,能全部依靠公司內部之資源來加工生產以供應市場之需求。而企業如能有效的運用同業間策略聯盟的關係,將不具競爭力之事物與產品外包出去,如此企業就能專注於其最具競爭力之價值活動,以達規模經濟並獲得專業分工的利益。因此,具有相互關聯之企業也就能透過「專業分工」的模式,各自充分運用其企業內部有限的資源,掌握並發揮其核心能力,形成「專業分工」的產業網絡。 因此,如何尋求具有專業知識與能力的企業外部資源,以強化企業本身的競爭實力,企業經營者應針對外包採取新的經營觀念,以因應此趨勢的發展,方可維持企業的競爭力並提昇經營績效。本研究乃藉由一個綜觀式的方式去探討外包決策時影響因子間的關係,且在外包績效評估方面以整體經營之財務、營運、認知性等績效作實證研究。首先透過文獻與實務經驗歸納出三個主要的核心探討構面:策略考量、經濟成本、管理作業;再延伸出八個影響因素:核心能力、競合關係、規模經濟、交易成本、彈性、夥伴選擇、保護措施、地理位置等,形成為觀念性研究架構。 對家庭用紙業者在從事外包工作時之評估,主要分為兩大部分,一方面為企業選擇外包方式與合作時的關鍵因素考量,另一方面則為外包方式與合作模式對企業之經營績效之效益;並進一步針對影響家庭用紙業者在考量外包業務時的影響因素與外包之選擇及績效等相互間影響做分析,歸納出各影響因素對外包決策與整體經營績效之影響程度並形成研究假說及建議,以供未來家庭用紙業者在外包業務執行時的參考。

After Taiwan entry to World Trade Organization, in the papermaking industry on the one hand faces competition pressure the formidable internationalization, on the other hand also faces domestic already has the merchant and the latent competitor threat. In recent years, although Taiwan produces the manufacture family is changeable and the competition merchant with the paper in the market environment intensely with under the meager profit condition, still planned continues to invest, the establishment, the transformation main product production equipment, it nothing more than was for can satisfy the consumer uses demand the paper to the family. However, in household paper industry there is nearly does not have one company to be able the product which sells to it, can completely depend upon resources the company interior processes the production supplies demand the market. But the enterprise like will be able between the effective utilization same business the strategy alliance relations, not to have thing and the product the competitive ability outsourcing exits, so the enterprise will be able to concentrate its most has value activity the competitive ability, will reach the economies of scale and obtains the specialized labor division the benefit. Therefore, has enterprise the interdependence also can penetrate " the specialized labor division " the pattern, each one fully utilizes its enterprise interior limited resources, grasps and displays its core ability, the formation " the specialized labor division " industrial network. Therefore, how seeks has the specialized knowledge and the ability enterprise exterior resources, strengthens enterprise itself the competition strength, the enterprise operator should aim at outsourcing adopts the new management idea, by because of should this tendency development, only then maintain the enterprise the competitive ability and the promotion management achievements. This research is the affiliation discusses outsourcing when the decision by one comprehensive survey -like way affects the factor the relations, also in outsourcing the achievements appraises the aspect finance, the transport business by the whole management, achievements and so on the cognition does the real diagnosis research. First penetrates the literature and the solid service experience induces three main cores discussions construction surface: Strategy consideration, economic cost, management work; Again extends eight influences factors: The core ability, co-competition, the economies of scale, the transaction cost, the elasticity, the partner choice, the protective measures, the geography position and so on, forms for the idea research overhead construction. In is engaged in outsourcing when the work to household paper industry the appraisal, mainly divides into two major parts, on the one hand chooses outsourcing when the way and the cooperation essential factor consideration for the enterprise, on the other hand for outsourcing way and cooperation pattern to benefit management achievements enterprise; And further aims at the influence family and so on mutually affects with the paper industry when the consideration outsourcing service influence factor with outsourcing the choice and the achievements does the analysis, induces each influence factor and forms the research hypothesis and the suggestion to outsourcing policy-making and influence the whole management achievements, will supply the future family to use the paper industry when outsourcing the service execution reference.
