摘要

隨著歐洲聯盟於2003年起開始陸續實施廢電子電機產品之相關環保法規，有害物質限用指令（Restriction of Hazardous Substances Directive, RoHS）與廢電子電機設備指令（Waste Electrical and Electronic Equipment Directive, WEEE）與耗能相關產品生態化設計指令（Directive of Eco-design Requirements for Energy-related Products, ErP），此三者環保法規之目的是希望能夠對於歐盟相關產品之環境衝擊進行有效的管制。此舉促使經濟型態以出口導向為主的台灣廠商，面臨現代產業競爭與供應鏈管理的另一波新綠色衝擊。為此企業必須考量於供應鏈體系中的角色，會有不同的綠色產品管控流程，甚至是建置不同的管控系統。因此，本研究將以產品外銷歐盟國家為主且優先推行將三者法規合一的網通產業X公司為對象，了解該公司目前因應三大法規所建置的綠色產品管理系統之作業流程，以得知為了符合三大指令所需資訊之間及與既有資訊系統間的資訊傳遞關係，因此本研究重點著重於作業流程與管控流程，透過此二者試圖了解資訊是否具有一致性問題，並提出改善資訊流程之程序，使得三者法規之資訊能夠互相分享，以降低人工填寫出錯之機率，最後在不同見解下給予具整合性的綠色產品管理系統之資訊流程建議。

Since 2003, EU has been implementing the environmental regulations related to waste electrical and electronic products: Restriction of Hazardous Substances Directive (RoHS) and Waste Electrical and Electronic Equipment Directive (WEEE) and Directive of Eco-design Requirements for Energy-related Products (ErP). These three directives aim to effectively control environmental impact of EU related products. Thus, export-oriented firms in Taiwan encounter the green impact of modern industry competition and supply chain management. The firms need to consider their roles in supply chain system, and develop different kinds of green product control process or construct various control systems. Therefore, in this study Company X is a Netcom Industry, exporting products to EU countries and implementing three directives. This company constructed green product management system for responding the directives, connecting green product management system with original information system. Therefore, this study focuses on directives and control process, and intends to find the consistency between the information and indicate the procedure to improve information process. There is information sharing among three directives in order to avoid the errors of manual handling. Finally, based on different views, the suggestions for integrated information process of green product management system are proposed.
