廢溶液回收產業之管理關鍵因素探討

摘要


近年隨科技發展日新月異,包括面板產業、半導體產業、印刷電路板產業及其他產業,由於各產業在生產製程上較繁複,會使用多種的處理藥劑,而這些製程上常伴隨著不同的廢溶液逕自排入河川,造成河川與環境污染。使廢溶液回收及再利用成為企業在管理議題上唯一解決方式,而國內企業在進入廢溶液回收產業時,首先會碰到在廢溶液回收產業的眾多管理因素上,如何選擇首要管理關鍵因素來進行有效率的管理與設計適合的管理條件。 欲找出廢溶液回收產業在管理各層面所注重的因素與關鍵因素,期許國內企業在進入該產業時納入關鍵因素進行評估,因企業管理因素具互相影響的性質,因素間的關聯度亦是企業在管理上須考量的問題。故本研究先透過文獻探討及歸納專家意見與經驗,將廢溶液回收產業的相關管理因素建立後,透過以決策實驗室法為基礎的網路分析程序法(DEMATEL-based ANP, DANP)來構建與確立廢溶液回收產業在管理上所需注重的因素與管理條件。 研究結果顯示,得知廢溶液回收產業之管理關鍵因素為「處理廢溶液能量」、「環境政策與法令規章」、「廢棄物量」、「設備成本」、「二次汙染」,而其中又以處理廢溶液能量與設備成本為主要影響關鍵因素。因此企業申請並取得政府核發廢棄物處理許可證與許可每月可處理量後,可先透過企業回收處理設施的擴充與改善,來增加企業創造的經濟價值,降低對環境的二次汙染與減少所產生的廢棄物量,故企業應先針對主要管理關鍵因素著手,可達到最大效益。

The development of technology advanced and changed rapidly in Flat Panel Industry, Printed Circuit Board Industry, and Semiconductor. The complexity of the manufacturing process also brings out the issue of water pollution. As a result of complicated manufacturing process, some of the companies use a variety of chemicals in the manufacturing process, and release the waste solvent into the river and caused serious water pollution. To deal with the problem, the Management of Waste Solvent Recovery become the only solution. However, when our enterprises enter the field, the first issue they encounter is how they choose the efficiency management and design the management conditions. This study tries to provide the key evaluation factors in the Management of Waste Solvent Recovery for enterprises when they enter the field. Considering the characteristic of interaction in factors in business management, the study first discuss previous literature then consider many experts' opinions and experiments, and use DANP analysis to establish the important management factors. According to the study, the key factors in the Management of Waste Solvent Recovery are "processing the energy of waste solvent", "environmental policy and laws regulations", "amount of waste", "equipment costs" and "secondary pollution". Especially the "processing the energy of waste solvent" and "equipment costs" are the most influential key factors. Enterprises could apply for the certification of waste treatment and permission of processing monthly amount from the government. In addition, the improvement of equipment could not only create more values for the enterprises, but also reduce the secondary pollution to the environment and decrease amount of waste from factory. To maximize the profit, enterprises should consider the most important management factors as the top priority.
