Chinese Abstract

先進國家為了因應國際局勢、社會人口結構改變與區域安全動盪不安等因素,都面臨國防轉型的挑戰,我國國軍也刻不可緩。從國軍「精實案」、「精進案」及「精粹案」等近二十年的組織變革發展,卻造成國軍離退潮、人才急速流失以及退撫負荷增加,並對國軍士氣、戰力與國家財力皆產生負向的影響。在全面檢討戰略任務、兵力需求與兵役制度之前,也須考慮心理層面的因素。 本文採取層級分析法研究國軍組織精簡化對心理層面的影響,將主要影響層面分割成工作壓力、組織承諾、危機意識及對生涯發展等因素,其中更細分成13個次要影響層面,並排列階層次序及相對重要性。本文發現對國軍影響大小依次為工作壓力、組織承諾、危機意識以及生涯發展,並指出消除對工作不安全感的因素為首要目標,依次為未來升遷管道與在職環境的再造,並宣導生涯的穩定性與精簡的優勢。再者,以情緒性承諾或是規範性承諾為導向的心理建設,而危機意識雖然權重較低,仍有部分疑慮需要要說明。最後,希望本文藉由AHP分析提出相對權重的次序,有助相關部門對心理層面與生涯發展提出政策方向。

English Abstract

According to the international situation, the ROC Armed Forces execute the armed forces refining program to reform military strength structure. The research focuses on the effect of organization change on psychology and career development of the officers of republic of china army. The purpose of this research is to see the influences by the perspective of analytic hierarchy process (AHP), and to understand how these factors effect psychology and career development. In process of the organization adjustments, the study emphasizes especially on job stress of high level effect first, the organizational commitment of second level, the crisis perception of third level and the effect of career development last. Based on the result of interviews mentioned above, this study intends to bring up the some specific suggestions to military police.
