公園休閒遊憩者對軟硬體設施使用滿意度研究~以大安森林公園為例~

摘 要
本研究主要目的在探討民眾對大安森林公園休閒遊憩軟硬體設施的滿意度，以及比較不同背景民眾對公園休閒遊憩軟硬體設施之滿意度差異，針對待改善問題，討論公共部門經營管理公園休閒遊憩軟硬體設施的特色並提出建議，提供公共部門作為經營管理園區休閒遊憩軟硬體設施之參考。
本研究採用問卷調查法，以大安森林公園入園者為對象，樣本選取採立意抽樣法，得有效問卷646份，並將所得之有效問卷分別以適合度考驗、佛里曼等級變異數分析、百分比顯著考驗等統計方法進行資料分析。本研究發現如下：
一、入園者對公共部門維護公園休閒遊憩硬體設施的技術與執行能力滿意度較高，較不滿意公共部門對公園休閒遊憩設施的規劃設計與管理服務。
二、大安森林公園各項休閒遊憩設施使用滿意度排列結果，入園者對休閒需要構面的滿意度高於公共服務、便利性、安全性等構面。
三、性別、年齡、學歷、職業、入園頻率等不同背景休閒遊憩者，對大安森林公園各項軟硬體設施滿意度有顯著差異。女性、年齡21~40歲、高中職學歷、職業退休或家管者、入園頻率愈高的受調查群滿意度較高。
針對本研究目的，參考學者專家論述與公共部門頒定的實施法令條文，本研究建議如下：
一、增加園區夜間警衛巡邏、設置運動傷害緊急救護措施、成立運動休閒志工、研擬休閒遊憩硬體設施安全性檢驗辦法。
二、彰顯森林公園主題特色、加強森林保育、環境教育、與自然共生的教育功能，增設解說告示板，加強民眾吸收健康資訊。

Abstract
The purpose of this study was to explore on citizens’ level of satisfaction towards the recreational software and hardware facilities in Da-an Forest Park and to compare the differences of citizens’ satisfactory level from different backgrounds. Moreover, as regards the problems yet to be improved, this study was to propose recommendations to the government as references for managing the recreational facilities in the park, basing on the original managing characteristics,
The researcher conducted a survey to examine individuals entering Da-an park, adopted the Purposive Sampling as the sampling method and obtained 646 valid questionnaires. Through the test of goodness of fit, Friedman Test (two-way analysis on ranks) and the proportion test of significance, results of the analysis are as follows:
1. Park users get greater satisfaction from the maintenance of park’s recreational hardware facilities executed by the government, while they express less satisfaction with the facility design and management provided by the government.
2. According to the order of satisfactory level for park users towards the recreational facilities, they get higher satisfaction from the aspect of leisure purpose than any other aspects, such as public services, convenience, and safety..
3. There are obviously differences of satisfactory level for park users from different backgrounds like gender, age, degree of education, occupation and frequency of entering park. It is yielded that those who have following characteristics express higher satisfaction: female gender, among 21 to 40 years old, receiving senior high school education, retirees or housekeepers, higher frequency of entering park.
According to the purpose of this study, discussions and writings of professional scholars and the legal laws and regulations announced by the government were used as references to conclude following recommendations:
1. Increase security guards patrolling at night, implement emergency measure to minimize sports injuries, recruit volunteers for sports counseling and propose a sound measure to inspect the safety of the recreational hardware in the Park.
2. Manifest the theme characteristics of the park, enhance the educational function of forest nourishment, environmental features and natural symbiosis, construct more illustrative bulletin board to provide the health information to citizens.
