台灣運動產業發展的社會過程研究（1945~2003）

摘要

運動產業的發展是一個多元化的綜合現象，在國內的發展也逐漸突顯其重要性及前瞻性，然而產業的發展過程會隨著不同時代背景的政治、經濟環境和政府政策而呈現出不同的運動產業實態和發展模式。本研究的目的在於了解台灣運動產業發展的社會過程及其意涵，研究以歷史結構途徑對運動產業發展的歷史過程做探討與系統性的分析，希望能藉由縱剖面歷史觀照來整理出運動產業發展的變化圖像，以及橫剖面的結構分析，審視不同時期運動產業發展的特色，研究的結果發現以下兩個結論：
一、台灣運動產業發展的歷史分期，可以界定為運動產業發展的萌芽期 （1945-1973）、體育司成立後的奠基與發展期（1973-1997）、體委會成立後的轉型期（1997-2003），不同時期的運動產業有其不同的社會過程和實態。
二、研究針對產業發展的趨勢與挑戰，來探討全球化、知識經濟時代、台灣加入WTO和北京申奧成功對運動產業發展所造成影響，同時根據本研究的研究發現與結論，來對國內產、官、學界提出具體的運動產業發展建議。

The development of the sports industry is a phenomenon that is a synthesis of many factors. Development within the nation has gradually become recognizable as important and forward-looking. Even so, the process of the development of an industry will present varying states of development and differing models of development as passing eras bring differing backgrounds of economic conditions and government policies. Therefore, the purpose of research is understanding the social process and meaning of Taiwan’s sports industry. This research approaches the development of the sports industry by exploring the historical structure of this process of development and analyzing it in a systematic way. The desire is to take a vertical profile of this history and organize it in such a way as to attain an image of the changes undergone in the sports industry’s development. Likewise, a horizontal profile of the historical structure is analyzed to closely examine unique characteristics in various periods of the development of the sports industry. The resultS of this research have two：
一、 The research discovery that the development of Taiwan’s sports industry can be broken into three distinct historical periods: the Sprouting Period of the sports industry’s development (1945-1973), the Foundation and Advancing Period of the sports industry’s development (1973-1997) following the establishment of the Physical Education Ministry of the Department of Education, and the Transferring Styles Period of the sports industry’s development (1997-2003) following the establishment of the National Council on Physical Fitness and Sports. The research summarizes and analyzes the external environment and background, the sports organizations and policies, as well as the states of the industry’s development which characterize each of the three different periods in order to understand the mutual interaction between these variables.
二、 At the same time an effort is also made to analyze trends in the industry’s development and the challenges that the industry faces. The impact of globalization, the information economy era, Taiwan’s entry into the WTO, and the successful bid of Beijing to host the Olympic Games on the development of the sports industry are all considered. Based on the findings and conclusions of this research, specific recommendations regarding the development of the sports industry are made that address the areas of national production, government, and education.
