台灣成立主權財富基金可行性分析

摘要

目前全球已有20多個國家和地區設立了主權財富基金，國際上的主權財富基金有七成為中東地區的國家所成立。在國際金融市場上由於金額巨大，這種資金每每進出，便撼動投資國的經濟局勢，備受矚目，更蔚為風潮，不少新興經濟國家紛紛跟進成立。
目前國際上，較為知名的主權財富基金有金額最大的阿布達比主權財富基金、新加坡淡馬錫控股公司以及中國最新成立的中國投資責任有限公司。本文研究目的之一乃分析是亞洲地區規模最大的主權財富基金，新加坡主權財富基金淡馬錫控股公司，及中國投資責任有限公司，探討此二者的組織結構與經營狀況，並作為我國成立主權財富基金管理的參考。
雖然主權財富基金已行之有年，但世界各國對主權財富基金的認識卻只在萌芽階段，台灣外匯存底世界名列前矛，雖無法作為主權財富基金資金來源，但台灣所擁有的四大基金及國安基金，亦屬於主權財富基金的廣義定義，而真正的主權財富基金是政府所控制為獲取最大可能收益，而投資於世界各國的關鍵產業，本文乃在分析主權財富基金在各國的情形及台灣是否有能力成立或四大基金是否能轉型為主權財富基金，使得國有財產投資多元化、國際化，也不失為提昇台灣國際競爭力的一條途徑，本研究引用「政治經濟學」及「可行性分析」等相關理論觀點，研析台灣成立國家主權財富基金之政治、經濟、行政、法律、技術、時間及環境可行性，進而提供政策、策略及相關研究領域之建議。

Refer to Sovereign wealth funds, they have currently been established in more than 20 countries and regions, and 70% of which are set up by the Middle East Countries. In the global finance market, whenever the funds enter or exit any one of country, they often make massive influences on this country’s economic state. Because of this kind of tremendous effect, there are so many other countries urge to establish such funds too. The few well known Sovereign Wealth Funds in the global market are the Abu Dhabi Investment Authority, which is the biggest fund in the world; Temasek Holdings, the most successful one; and the China Investment Corporation, the newly developed one in recent.
One of the purpose of this thesis is to analyze Temasek Holdings and China Investment Corporation. This thesis will probe into their organization structure and state of operation, and to be reference materials in establishing and managing Sovereign Wealth Funds for our country.
Although the Sovereign Wealth Funds have been running for years, the knowledge of most countries managing such funds is still not enough for Taiwan government. Taiwan has top rank in foreign reservation, however, it does not have its own Sovereign Wealth Fund. So, this thesis cited "political economy" and "feasibility study" as related arguments, intending to analyze the political, economical, administrative, technical, legal, time and environment feasibility to establish Sovereign Wealth Funds in Taiwan, then providing strategic, tactic plans and advice for the Taiwan government.
