委外經營政策影響機關總務單位運作之研究-以台北縣巿國立高中職學校為例

摘要


委外經營政策是近來各國政府推動行政革新及政府改造的重要策略之一,而委外經營決策不僅在於解決政府的雙環困境,亦期望在過程中能改變官僚被動的體質、沒有競爭壓力的工作態度以及維持現狀的積習陋弊,以提高政府的服務效能及決策品質。承辦人員除應具備法規方面的專業能力外,亦應具備對潛在問題感應與處理能力,否則問題的解決如有延遲或未考慮周延,可能有圖利廠商之嫌。 傳統官僚體制習於以標準作業流程來解決問題,對於穩定的環境而言,標準作業程雖可達到行政效率之要求,但面對變動的環境則顯得問題重重,總務單位能否體認委外經營政策的精神,突破傳統的官僚思惟,以改變對原來的工作認知、工作習慣、工作關係與專業態度,提升效率、服務、安全、熱忱、專業的工作目標。 本論文以公共選擇理論、代理人理論以及交易成本理論為理論基礎,採取文獻分析法、參與觀察法以及問卷調查法,探討委外經營政策影響國立高中職學校總務單位之主觀態度、行為改變、專業範圍、行政裁量四面向的運作。 研究結果顯示,委外經營政策的執行對於學校總務單位工作內容並無差異,但其工作職責更重,在不同在校年資、不同接觸委外業務年資以及不同職務對於委外經營政策的執行,影響工作效率及工作壓力,以及所產生的正面影響及負面影響均不同。

Recently, one of the most important strategies of Administrative Reform and Government Reengineering is Policy of Contracting Out. There is no competitive pressure at work which leads to inefficiency. Therefore, the function of Policy of Contracting Out is meant to not only solve the problem of Catch-22 Situation, but also to change the passive attitude of the bureaucrat. As a result, the effectiveness of service and the quality of decision-making will be enhanced. Contractors should possess both professional knowledge in regulations and the ability to handle and arrange issues. Otherwise, there might be a suspicion that the manufacturers would make an illegal profit due to the delay of problem-solving or inconsiderate decisions Traditional bureaucratic structure is used to solve the problems by Standard Operating Procedure, sop. For a stable environment, the standard operating process can be achieved. However, it might be problematic in a changing environment. Would the General Affair Office be able to realize the function of Policy of Contracting Out, and make a breakthrough with the tradition bureaucrat thought? Consequently, it changes the cognition, working habits and relation, and professional attitude. Also, the goals become efficiency, service, safety, enthusiasm, and being professional. The major theory of this thesis is based on Public Choice Theory, Principal-Agent Theory, and Transaction-Cost Theory. Approaches such as “analyzing documentary realities”, “participant observation method”, “questionnaire investigation” are used to discuss the influence of Policy of Contracting Out on the General Affairs Offices of Public High Schools. The operation of subjective attitude, behavioral changes, specialized field, and Administrative Disretion is observed and analyzed. The study indicates that the implement of Public Choice Theory makes no differences on the elements of the General Affairs Office; moreover, the responsibilities are heavier. The work efficiency, work pressure, positive influence and negative influence are not the same while the duties and years of service are various.
