九二一地震災後土地使用變遷之研究-以南投縣為例

A Study of Land Use Change after earthquake-The Case of the 921 Earthquake in the Nantou country

摘要

九二一大地震後有許多災後重建的相關研究，然而地震對於土地使用型態的衝擊、土地使用模式轉變及影響這些土地使用轉變的因素，至今仍缺乏深入的討論。本研究的主要目的，便是以以南投縣為例，分析南投縣於九二一大地震發生前、後的土地使用模式的變遷，研究成果將作為大規模災害災後重建土地使用規劃策略以及相關政策評估之參考，以助於瞭解影響土地使用變遷的主要因素。

本研究使用LISA分析南投縣在九二一大地震前以及大地震後的土地使用變化，分析建築用地的土地使用空間聚集情形，並使用最小平方法及區位鄰近矩陣模型、空間延遲模型以及空間誤差模型，針對南投縣全縣以及分區的地震前及地震後的土地使用情況以及土地使用變遷情形做分析。研究結果得到得到南投縣的農業用地下降、住宅用地上升、商業用地上升以及工業用地上升的結果，以LISA分析得到有部份的土地使用分區在空間聚集的區位有些微的改變，但改變的程度並不大。

由於九二一大地震發生後，政府在重建政策方面是鼓勵民眾進行原地重建，這樣的政策影響了土地使用變遷。分析模型結果得到與地震相關的因素對土地使用變遷的影響並不顯著，顯示南投縣在九二一大地震發生前以及發生後的土地使用，仍然是以地震發生前的土地使用區位進行再發展。

There is relative little research focused on assessing the impacts of the 921 Chi-Chi earthquake on land-use patterns, land-use changes and the determinants, although a large number of researches have conducted on the recovery process related to the 921 Chi-Chi earthquake. The major aim of this study is to investigate the characteristics of land-use changes and their determinants before and after 921 Chi-Chi earthquake by using a case study of Nantou County. The findings will provide the land-use decision maker a useful basis for evaluating land-use planning and earthquake risk management measures.
A LISA approach was applied to analyze the land-use patterns distribution before and after 921 Chi-Chi earthquake. Furthermore, the spatial statistics model was used to estimate the major factors that influence the land-use patterns. The results show that the residential, commercial and industrial uses are significant increase after 921 Chi-Chi earthquake, while the agricultural use decrease significantly. On the other hand, the findings from LISA analysis show that the changes of land-use patter are little.
In the recovery process, a large portion of structures were rebuilt in the same area where they collapsed during the earthquake hit. This factor results in the changes of land-use pattern was not significant after earthquake. It also implies that the land-use patterns after earthquake are reconstructed and extended based on the existing land uses before earthquake hit.
