台灣傳統文化產業發展研究—以大甲藺草編織產業為例

摘要


全球化產業競爭效應下,政府於2002年提出「挑戰2008國家重點發展計畫」,並建立了跨部門「文化創業產業發展計畫」,其作業要點之一為振興「傳統工藝技術」,目的是希望藉由重視傳統工藝文化,復興台灣地方工藝、重現傳統工藝之美,為台灣傳統手工藝注入新活力之契機。 大甲地區具有聞名全台的地方特產:鎮瀾宮、奶油酥餅、帽蓆,稱之為「大甲三寶」。其中大甲帽、蓆是擁有兩百多年歷史的在地傳統工藝文化。隨著時代的變遷,這項編織工藝生命有著興衰起伏;近年來,經由地方文化發展、社區總體營造及文化創意產業等政策的影響下,藺草編織工藝逐漸轉型,朝著藝術化、精緻化與文化教育等多元化發展邁進。 本研究以大甲地區藺草編織工藝為研究對象,透過文獻分析法、文件分析法,探討該傳統產業文化歷史發展脈絡及該項產業轉型的社會背景;並透過深度訪談法,針對經營者、工藝創作者及消費者進行個案探討,歸納出影響該產業發展之各項因素,提出有利於本產業未來發展之具體對策,達成振興產業經營、提昇傳統工藝價值,使大眾重新重視在地文化,讓藺草編織工藝永續傳承。

“Challenge 2008 – A National Development Plan” was proposed by the Taiwanese Government in 2002 for competing globally with industries and a “Culture/Creative Industry Development Plan” was therefore established for cross-department integration. One of the key points in this project is to promote the “Traditional Crafts Technology”; its aim is to add value to the related culture, revive the local crafts, reveal the beauty of the traditional crafts and bring new life and opportunities to Taiwanese crafts. The famous three specialties of Ta Chia area include: the Jenn Lann Mazu Temple, Creamy Pastry, and Hats/Mats made of bulrushes. The bulrush-made hats/mats reflect at least two-hundred years of culture of traditional crafts. Due to the changing times, the development of this kind of craft is also facing challenges. In recent years, under the policy of local cultural development, community empowerment/development and culture/creative industry development, the rush weaving craft has been transformed into a multiple broadening, i.e. in artistic, refined and educational directions. The study aims at understanding the rush weaving craft in the Ta Chia area based on literature analysis and document analysis in order to understand the related historic development of this traditional industrial culture as well as the social background of industrial transformation. The business owners, craft creators and consumers were all subject to the in-depth interviews, so that a conclusion related to each factor that influenced the development of industry can be generalized and useful specific policies for the future development generated. As a result, local industry can be promoted once more, traditional craft value increased, local culture more greatly valued by the public and the rush weaving craft sustainably continued.
