高齡化社會前瞻技地圖

醫藥發達、醫療水準提昇，已大幅延長人類壽命；經建會委員2010最新推估台灣高齡人口到2025年就會突破20%，進入超高齡社會。其演進期程遠比歐美國家快速。前述台灣快速老化的社會現象，必然帶來勞動力人口的改變，進而影響整體經濟發展，加重社會福利政策重擔。　　本論文以規範（Normative）的觀點前瞻未來情景之需求、進而整合情景功能運作架構以及技術地圖的理念，建構前瞻技術地圖的運作方法，以探討高齡化社會具關鍵且急迫性的議題，作為政府施政優先度以及產學研合作研究方向的參考。有鑑於此，本研究首先進行文獻探討，收集各國的做法，進行背景的瞭解；其次，為了擴張對老化趨勢之思考範疇，本研究進行情境分析，希望透過情境預測及早了解未來可能發生的各種情況，以便針對情況進行規劃對策。並依情境分析之景象分別篩選出較迫切之執行功能需求(或政策需求)，建立運作架構，藉由運作架構了解整體因應高齡化社會之功能需求；最後則依據功能需求實現的先後順序，繪製路徑圖，以利政府政策措施之施行與資源分配。　　情境分析成果共辨識出｢自求多福｣、｢虛度餘年｣、｢老有所養｣、與｢美麗祥和｣四個情境；其中｢美麗祥和｣的社會為努力達成的境界，也是創造人人共享的終極目標。因此，本論文以｢美麗祥和｣為主軸，規劃出整體之需求綜覽，再一一展開達成需求所可能需具備的功能，並發展為需求路徑圖(或需求地圖)，顯示其演化期程，以供各利害關係人在各階段參考之用。　　經由上述工具之運用，將深入研析之過程和所得成果，繪製為前瞻技術地圖，並依分析結果訂出急迫性之需求項目，包括：｢高齡教育｣、｢醫療發展－老人整合性門診｣、｢政策、法令、倫理、社會議題｣等，希望藉此突顯高齡化現象在政策、產業、教育單位、社會大眾的重視。也藉由這些迫切性的需求項目，讓產業在面對｢銀領時代｣來臨，預先規劃與佈局、搶賺銀色商機。

This paper is examines the needs of future scenario based on a normative approach and integrates the architecture of scenario functioning model with technology roadmap to identify the critical and urgent issues of aging society for policy priority-setting and promoting university-industry collaboration through the implementation of forward-looking technology roadmap. In view of this, the study proceeds with literature review by collecting the various approaches from the countries and to get acquainted with the different backgrounds. Secondly, to broaden the thinking scope towards the aging trend, this study conducts scenario analysis to predict and understand early the various situations that could happen in the future, in order to develop planning policies. The study also screens the needs for execution functions with higher priority according to the scenes of scenarios analysis (or policy-priority), establish implementation architectures and understand the demand for functions coping with aging society through implementation architecture. Finally, the study draws routing map based on the priority order for implementation of function demands, in order to facilitate the implementation of government measures and policies and resource allocation. 　　Through the implementation of the aforementioned tools, the study draws the forward-looking technology map based on the research process and the achieved results, thereby develops priority-needed items according to the results of analysis, including: “education for seniors,” “elderly integrated outpatient,” and “political, legal, ethical, and social issues.” The study aims to highlight the emphasis on aging society from policy, industry, education unit, and general public. The study also helps the industry with planning, marketing, and taking opportunities on “silver-hair” population through these needed items of priority.
