台灣發展醫療服務國際化的商業模式研究

摘要

背景與動機：首先在研究背景當中描述金融海嘯導致經濟衰退因而百業蕭條，尤其是台灣生產製造業受創嚴重，廠商倒閉和民眾失業潮擴大，台灣產業已面臨不得不朝向服務業轉型升級發展的情境，而服務業中的醫療業與旅遊業也正處於自身的困境；再看全球醫療旅遊的概況和台灣發展醫療旅遊的背景因素及實施現況，進而闡述研究動機，寄望藉由醫療旅遊產業分析全面的檢視和個案研究深入的探討，如何經由醫療業與旅遊業異業結合成為醫療服務國際化，創造新價值，進一步帶動台灣其他服務業發揮優勢競爭力，開創多贏局面；然後綜觀研究的背景與研究動機，歸納出研究目的；最後由他國及我國推行醫療旅遊經驗中獲得寶貴知識，將研究的結果和建議供醫療旅遊的同業或政策制訂者做瞭解和參考。
目的：本研究試圖分析台灣兩大服務業-醫療業與觀光旅遊業-的特色與資源，參考比較國內外的實際經驗，規劃發展一個醫療業與觀光旅遊業異業結盟的全新商業模式-醫療服務國際化，同時起一個火車頭作用，真正能讓台灣各產業能發揮其優勢，開創台灣經濟的藍海，增加就業機會，使得醫療業與觀光旅遊業成為帶動台灣經濟起飛的一雙翅膀。

Background and objective：First, to describe the financial tsunami causing economic depression therefore all business languishes. Particularly, Taiwan’s manufacturing industry is affected seriously, many factories and companies closed down with the number of unemployed workers are increasing. Taiwan’s industry has to face the situation of reforming promotion toward service industry； but the medical profession and the traveling business also had their own problems.Second, by surveying the global medical traveling and the present development of medical traveling in Taiwan then explain the research motive. And hoped that the thorough review and the case study of the medical traveling can help the medical profession and the traveling business ally into international medical service, and creates the new value, further, impel Taiwan’s other services to demonstrate superior competitive ability. After doing all the comprehensive survey, then induce the objective of this research.Finally, from the experiences of implementing medical traveling by other country and Taiwan we will obtain the precious knowledge, and will provide the conclusion and suggestion of this research to the man in the same business or the man of policy making for reference. This research attempts to analyze the characteristics and the resources of Taiwan’s two major service industries-medical professions and the traveling business-and take into account the practical experience of other countries, and try to develop the brand-new business model–the internationalization of medical service-which the medical profession and the traveling business become to form an alliance. Simultaneously, this new model plays a locomotive role, enables Taiwan’s various industries truly to display their superiority, finds the blue sea of Taiwan‘s economy and increase the opportunities of employment. And wish that the medical profession and the traveling business become a pair of wings to bring the Taiwan’s economic development to take off.
