天然氣導管工程界面問題與管理對策之探討

摘要


天然氣導管工程之界面問題往往會反應出事業體系之管理成效,因申請人的不了解、設計者之粗心及施工品質的不良,或因與其他管線單位、路權單位及政策干擾,皆無形地反應出工程成本及經營成本。所以在作業的各階段中,存在著許多界面問題,產生了許多的爭議與糾紛,由於業務之承辦人較缺乏系統化之專業技術,面對界面問題時,皆以過去之傳承經驗採見招拆招的方式來解決。 在全球環保意識的抬頭,使用乾淨、安全且有效率的能源是必需,因此建立良好的管理制度才能將天然氣廣泛地推廣,才能使國人更能接受及使用。所以本研究經訪談了解天然氣導工程之特性及相關界面問題產生之因素,故利用「魚骨圖」分析各階段之界面要因、再將所屬權責區分後,列出界面問題並訪談專家了解目前之解決對策,再按界面的分類及表達方式,建立「界面問題工作表」,將過去和現在常發生之爭議或糾紛之界面問題依序建立,期能提供業界共同建立一有效地知識庫,讓未來當發生界面問題時能有一參考做為解決對策,亦可將之做為新進人員的教育訓練之教材。

The interface problems of natural gas conduit engineering, such as consumer’s ignorance, designer’s thoughtlessness, bad quality of construction, and interferences in pipeline units, road right units, or policy, usually will seriously react on management performance of business in constructional and operational costs. The interface problems which are arisen in the course of operational activities will bring about many controversies and disputes, and operation undertakers usually resolve those controversies and disputes by traditional heuristics as a result of their absence of professional techniques. In prerequisite of environmental consciousness, to use clean, secure and efficient natural gas energies is a inexorable trend. But in order to let the public accept and utilize natural gas, we need to construct a systematic methodology to promote it effectively. So this study explores characteristics of natural gas conduit engineering and factors which resulted in the interface problems by means of interviewing experts. We use “fish bones diagram” to analyze critical factors resulted in the interface problems in all operational phases, and consult experts to obtain appropriate solutions for relative the interface problems. Next we create “Interface problem worksheet” according to classification and representation of the interface problems, which hopes to formulate a effective repository to afford businesses reference of resolving problems and also to be regarded as teaching materials of employee training.
