摘要

本研究主要從收集相關文獻及次級資料進行燃料電池產業鑽石模型分析，再透過國家創新政策相關文獻探討，選擇以Rothwell和Zegveld的創新政策工具架構為基礎，應用層級分析法探討發展台灣燃料電池產業的政策考量因素。提供政府規劃發展台灣燃料電池產業政策的參考方向，提升國家能源產業競爭力，並設法在全球競爭中建立優勢。藉由本研究綜合歸納相關結果，提出更具體的創新政策。
本研究發現，三大政策構面中「需求面」與「供給面」政策對產業政策影響最重要，而「補助政策」、「創業育成」及「政府採購」等項是當前台灣發展燃料電池產業創新政策最迫切需要的政策考量因素。

The purpose of this study is to explore the relevance of the notional innovation policy with fuel cell industry of Taiwan. The study also explored the most important factors by literature review, and based on the notional innovation framework by Rothwell & Zegveld’s to find the key factors of national innovation policy of Taiwan’s fuel cell energy industry. The process of research did the literature review and collected secondary data and data analysis, then measured and analyzed the outcome through AHP (Analytic Hierarchy Process) method.
The research concluded the priority policy of demand and supply side affected the Fuel cell industry. And the considerable factors of “Subsidized policies”, “Innovation incubation policies” and “Government procurement policies” were the three most important factors to national innovation policy of Taiwan’s Fuel Cell industry. Furthermore, the research according to the outcome obtained the suggestions to fuel cell industry innovational policy.
