摘要

90年代以來，經濟自由全球化浪潮席捲各地，為能冀望經由促進兩岸經貿正常化，提升台灣產業國際貿易競爭力，首先在2010年，政府成功布局與大陸的ECFA簽署，也擘劃台灣將融入世界區域經濟的契機。面對未來因經濟自由化可能帶動的產業變革，不同型態的產業開始孕育利用創新的工具或方法從中衍生新興的產業聚落。
綜觀台灣經濟過往轉型歷程中，每個階段都能創造不同的產業，從1960年代的代表企業台塑，到1990年代的代表企業台積電；不同的階段都能從新興產業中，找到創業新商機。因此，對於自由貿易協議的推動，除期待創造另一波新興產業外，從中研究台灣新創事業之活動能量與新商機，以驗證自由經濟下推動新創事業之關連，以及新創事業衍生之商業經營之探討。
本研究將檢視台灣創新事業之環境、條件及相關配套發展，並在政府規畫之自由經濟示範區的發展個案，研究台灣的新創育成中心及育成活動，在台灣經營與投資模式研究。

Since the 1990s, the tide of globalization, economic freedom swept over the world, there is a hope to enhance Taiwan's industrial competitiveness in international trade by promoting the normalization of cross-strait trade and enhance. Taiwan and China completed the signature ECFA in 2010, and Taiwan’s economic of development has become join the world regional economic opportunity. In the future due to economic liberalization may bring the industrial revolution, different types of industries have begun to nurture the use of innovative tools or methods derived from new industry clusters.
Let’s review Taiwan's past economic transformation process, it could create different industries at each stage from the Formosa Plastics in 1960s to the TSMC in 1990s. At different stages, we can find new business opportunities from emerging industries. Therefore, the promotion of Free Economy Agreement on Trade in addition to be expected to create another emerging industries, it also inspires us to study the energy and new opportunities of Taiwan's new venture activities and verify the relations between this agreements and new startups opportunities, as well as the innovative business model.
This study will examine Taiwan's innovation business environment, conditions and supporting development, and select some startup cases of free economic demonstration zone to explore their innovation activities in the incubators and their operational and investment models.
