工程執行過程中變更事件的發生是無可避免的,過去有許多針對工程變更管理之相關研究,而這些研究主要著重在契約的修訂或是法律爭議之相關議題。然而在施工的過程中,有很多重要的訊息雖然不是屬於合約相關之重要變更,但需要將這要重要變更事件(異動訊息)傳遞給相關人員並作進一步的追蹤與控管,這些工程中所發生的變更事件(異動訊息)管理在過去較沒有相關研究,但異動訊息管理將會影響到工程管理之成效。 本研究將以營造廠為探討對象,提出工程變更管理的方法與平台建置,探討工程施工階段之變更管理模式,透過文獻及專家討論修正,將變更管理機制區分為屬性、優先順序、階段,以及角色任務。本研究實務需求提出施工變更管理模式與方法,內容包括五大管制方法,變更資訊說明表,變更事件紀錄表,變更事件追蹤表,變更分解結構圖及變更矩陣表,以解決變更事件追蹤與管理之問題。同時根據所提出來的施工變更管理模式與方法建置一套Web-based變更管理資訊系統,最後利用該系統導入工程變更實際案例,探討分析效益評估與限制。透過本研究所提施工變更管理模式與系統,可使所有參與人員能夠公開透明並有效的執行、控管與共享變更事件(異動訊息)追蹤與管理,除了降低人為的管理疏失,更能夠同步處理多項工程變更事件,並有效的追蹤管理專案內部及外部之相關變更訊息,將異動資訊傳遞給各相關參與者或負責人員,有效的提升專案控管的效能,解決工程實務上所遭遇的問題並提高工程專案變更事件之管理。透過實際案例導入結果得知,大部分參與者都認同透過WPCM系統可以提高變更管理和參與者之間訊息共享的有效性,進而幫助相關工務參與者進一步追蹤施工變更事件,參與者可以得到最近變動的訊息以及簡單的報告,這些完整變更紀錄有助於事後的變更管理工作,使提升營造廠在工程管理之效能。

English Abstract

Change management (CM) has become the most important project management strategy in construction management. Construction CM is the systematic control approach of all communications that support a project-based change-related process effectively. Change issues should be identified and traced effectively to improve construction management performance. Despite many academic studies and discussions regarding CM, suitable and systematic approaches for managing changes integrated with construction projects are still lacking. This study develops project oriented change management approach and system for construction projects to enhance CM effectively in the construction phase of a project. The proposed CM approach includes the development of change information sheet, change record sheet, change control document, change breakdown structure, change matrix. The proposed CM approach and system has been applied in a case study of a selected construction project in Taiwan for verification purposes and to demonstrate the effectiveness of CM in the construction phase. Based on this case study, the results indicate that construction CM can be improved effectively using the proposed approaches. This study also discusses the benefits and limitation of practical implementation of proposed CM approach and system.
