地方教育領導、組織學習與組織績效關係之探究

摘要


本研究旨在探究地方教育領導、組織學習與組織績效之關係,採取問卷調查法,透過研究者自編「地方教育領導、組織學習與組織績效關係之研究調查問卷」,對於台灣各縣巿教育局(處)及所屬公立國民中小學教育人員進行施測,共發出450份問卷,回收率84.9%,有效問卷376份,問卷回收有效率83.6%。透過描述性統計、ANOVA, MANOVA, 積差相關、迴歸分析及結構方程模式等統計方法進行分析,獲得結論如下: 一、縣巿教育局(處)地方教育領導以塑造地方教育願景層面表現最卓越。 二、縣巿教育局(處)組織學習以自我超越層面表現最突出。 三、縣巿教育局(處)組織績效以環境敏察力層面的表現最高。 四、不同職務與機關教育人員對於地方教育領導知覺具有顯著差異。 五、不同年資與機關教育人員對於組織學習組織知覺具有顯著差異。 六、不同年資、職務與機關教育人員對於組織績效知覺具有顯著差異。 七、地方教育領導、組織學習與組織績效之間具有正相關。 八、教育局(處)加強管理方案的領導表現,能促進組織學習。 九、教育局(處)強化發展組織人力與再造組織運作的領導表現,能增加組織績效。 十、教育局(處)策進系統整合的學習表現,能提升組織績效。 十一、地方教育領導透過組織學習的完全中介作用,正向影響組織績效。 本研究依據研究結論,對於教育行政主管機關提出建議:(一) 強化地方教育資源整合,提高施政滿意度;(二)擴大地方教育領導團隊;(三) 重視中生代人員的中堅力量;(四) 推動團隊教練的組織學習。對於後續研究,分別就研究對象、研究變項及研究方法,提出建議。

The purpose of this study was to investigate the relationship among local educational leadership, organizational learning, and organizational accountability. The study adopted questionnaire survey method. There were 450 participants in this study, including educational bureau and school staff of the cities and counties in Taiwan. The response rates were 84.9%; the usable surveys were 376; the usable rates were 83.6%. The collected data was analyzed by descriptive statistics, ANOVA, MANOVA, Person product-moment correlation, regression analysis, and structural equation modeling. The conclusions of this study are: 1.Local educational leadership in shaping the vision for local education level is the outstanding. 2.Organizational learning in the mastery of group is the remarkable. 3.Organizational accountability in the sensibility of environment is the highest. 4.There are significant differences in the local educational leadership between the different duties and authority education staff. 5.There are significant differences in the organizational learning between the different seniority and authority education staff. 6.There are significant differences in the organizational accountability between the different seniority, duties and authority education staff. 7.There are the positive correlations among local education leadership, organizational learning and organizational accountability. 8.The local leadership in excellent managing program can promote organizational learning. 9.The local leadership in excellent developing people and organizations can increase organizational accountability. 10.The organizational learning in system integration can enhance organizational accountability. 11.The local education leadership could positively affect organizational accountability through the fully mediated effect of organizational learning. In addition, this study provides suggestions on the educational authority and future study.
