內埔鄉街計畫於民國四十二年開始規劃,民國四十五年實施,民國七十四年八月辦理第一次公共設施用地通盤檢討。期間政府因財政問題,認為部分公共設施用地並無保留的必要,於是將「公二」公園用地採市地重劃方式變更為住宅區,並以提供公共設施用地為附帶條件方式通過土地重劃。本研究係在探討政府在推動內埔鄉街計畫變更過程中,對於規劃內容及開會決策過程之資訊,是否有讓民眾了解,而計劃案之當事人(公部門、規劃人員、地主)基於立場角色互異的關係應如何取得共識,並尋求符合公共利益的民眾參與方法。經由相關文獻、實例及問卷調查結果顯示,現階段的民眾參與不僅參與機會少,連取得相關資訊的管道也少,因此就無法與政府達到雙向溝通與協調的局面,也就無法取得共識。因此本文建議可利用社區規劃師之在地特性、專業知能以協助社區民眾蒐集、解讀都市計畫資訊,並進而溝通、協調、整合當地民眾意見與利益需求,凝聚出社區初步的共識。並結合目前政府所推動之各項都市社區活動計畫,為都市社區的永續發展而努力。
Neipu Urban Plan started in 1953 , implemented in 1956 and revised in 1985 August.The government has financial difficulties and consider it is not necessary to keep all the public facility land ,then changes some of the reserved land into residential area and still provides some for public facility. This research discusses the government how to develope Neipu urban plan in the course of change.And how the decision-making procedure is,and what is the content of the plan were surveyed. Based on the different standpoint role how to acquire a common consensus, and how to seek participating in the process of conforming to public benefits. By way of the related literature, the example and the questionnaire survey result showed that,now the populace participation opportunity is few, also obtaining the information is also few.Therefore it is unable with the government to achieve the bidirectional communication and the coordinated aspects, also is unable to obtain a common consensus. Therefore this article suggested that to employ the community planners who has specialized knowledge for collecting and interpreting planning messages,for coordinating and concluding citizens, opinions and their demand, conglomerate the first step a common consensus of community. And integrate the present community plans, for sustainable developement of the urban community.
