國防部推動「兵役改革」,原先在 2014年會有一支全志願役的國軍部隊,惟志願役人力成長不如預期,須展延至2016年底。其因有二,第一、少子女化現象衝擊社會結構、經濟發展等多種面向,未來也將讓國軍面臨招募人才不足的問題。第二、留營情況不佳,國軍長久以來較為封閉,且各項制度較不開放,因此要提升此困境誘使青年加入國軍或讓其久留續服,近幾年國防部已朝待遇福利、生涯規劃、環境設施、退撫機制等方面逐步改善。 本研究旨在探討全募兵制過程中,國防部藉由不斷調整改善各項政策、提升待遇福利,誘使青年踏入國軍,也讓服役中志願役士兵續服。因此,瞭解志願役士兵們的真實感受,以後做為推展全募兵制施行相關政策及措施之參考,進而避免人才之流失,產生負面效果。 本研究以SPSS統計軟體,以空軍某部隊志願役士兵為母體樣本,共計發出300份問卷,回收有效問卷數246份,有效樣本率為82.0%,研究結果顯示(1)個人背景對待遇福利、生涯規劃、環境設施、退撫機制等方面具有顯著差異。(2)待遇福利方面對留營意願呈現顯著差異。(3)生涯規劃方面對留營意願呈現顯著差異。(4)環境設施方面對留營意願呈現顯著差異。(5)退撫機制方面對留營意願呈現顯著差異。(6)部隊管理方面對留營意願呈現無顯著差異。 研究結果可提供空軍有關部隊性質單位參考,並持續改善休假及外散(宿)、採戶籍地分發、健全進修、改善官兵生活設施、降低部隊工作負荷及與軍眷取得互信等作為,期能提升單位留營率,以提升部隊戰力。
The ministry of National Defense promotes the “Reform of the Military Service,” planning for the Taiwan military system to reply fully upon voluntary enlistments. However, the projected increase of voluntary enlistments has not met the expectation;therefore, the government has to postpone the plan until the end of 2016.There are two main reasons for this. First,the decreasing birth rate in Taiwan not only impacts many aspects such as the structure of the society,economic development and so on,but also causes the problem that the armed force faces,of not being able to attract enough now recruits. Secondly,the rate of current armed forces personal re-enlisting is not as great as hoped. The Taiwan military system is perceived as being isolated from the general public and the system is not as open as people wanted. To attract more of the young generation to join the military,the ministry of National Defense has recently tried to improve the benefits offered to the serving military,such as,carecr planning,improving the existing facilities,and the retirement benefits offered. This research attempted to discover the thoughts of those currently enlisted in respect how the afore mentioned steps have benefited their overall military experience. We will use these results as a reference in ous future decision making towards achieving our aim of total reliance on voluntary enlistments. This research used SPSS software,predictive analytics software,selecting the voluntray enlisters in one Air Force company. In total 300 questionnaires were sent out,leaving 246 valid forms,82% useable samples,used to gather the information. Therefore,the result of the research showed: (1) An individual's background influences their thoughts toward the benefits offered,improvements of facilities,career planning etc. (2) The benefits offered have positive correlation to the rate of re-enlisting. (3) Career planning has positive correlation to the rate of re-enlisting. (4) The improvements of facilities have positive correlation to the rate of re-enlisting. (5) The retirement mechanism offered have positive correlation to the rate of re-enlisting. (6) The improvements to the way a service is managed have not positive correlation to the rate of re-enlisting. The thesis research a indication for airforce-related nuit , which improve time off policy , neighborhood allocation , well- educated training , elevate living facility , relieve workload and winning trust from associate family . Finally , increase staying rate and strengthen units power.
