利害關係人對十二年國教政策宣導瞭解及認同感之研究-以高雄市國民中學為例

摘要


目前推行的12年國教仍在實施初期, 本研究目的主要探討12年國教政策宣導下利害關係人認知情形與認同感之關係,研究方法採問卷調查法,研究樣本包括高雄市國民中學的學生、學生家長、教職員為研究對象,由高雄市選出四種不同類型國中學校合計發出790份問卷,扣除無效及未能回收問卷112份後,有效回收之問卷678份。本研究以高雄市12年國教利害關係人瞭解程度與認同感量表作為研究工具,經信度檢定、因素分析、描述性統計、相關分析、階級迴歸、Pearson積差等方法進行分析。研究結果顯示,不同的利害關係人身份及不同學校類型對於12年國教政策宣導瞭解程度具有顯著之差異;12年國教政策宣導瞭解程度和認同感具顯著之影響。 本研究依據研究結論針對教育當局提出以下建議:一、持續加強12年國教的政策宣導,尤其是經由學校發放的紙本文宣。二、在確定超額比序方式資訊後,提供利害關係人參考運用。三、分發對應學校應再尋求一更合理分配方式以降低對都會區大型學校的衝擊。四、政策制定應保持一貫性,不宜經常變動。

The current 12-year compulsory education is still in the early stage. Therefore, does the related party, the teachers, students and their parents, thoroughly understand the policy of the 12-year compulsory education ? Can the government clearly lay out the policy and the methods of implementation of it to the party, so that the anxiety and restlessness of them will be reduced? The objective of this study, by the questionnaire, is to get the correlation between the knowledge and the identity of the 12-year compulsory education among the related party. The sample groups are the students, parents of them and teachers, as well as the staff of the junior high schools in Kaohsiung City. Four different types of schools in the country selected by the Kaohsiung total 790 questionnaires were issued and 678 of them are valid and 112 are not uncollectible or invalid. This study is based on the result of the questionnaire, the research tool, for the knowledge and the identity of the related party about the 12-year compulsory education. And it was under the analyses of the Reliability ,Factors, Descriptive Statistics, Correlation Analysis, Regression, Pearson Product. The result of the study showed that there is significant difference of the knowledge and identity of the advocacy among the related party due to the different identities and different types of schools. Also, The knowledge of the policy advocacy of 12-year compulsory education and is greatly relevant to the identity of the 12-year compulsory education. The conclusion and the recommendations based on the result of study suggested.(1) Keeping strengthen policy advocacy of 12-compulsory education, especially propaganda paper issued by the school.(2) After determining how to recruit students and deal with quotas,offer the information to the related party.(3) Distribution of the correspondence school should seek more rational allocation in order to reduce the impact of a large type school in metropolitan areas.(4) Policy development should remain consistent, should not change frequently.
